A. 
It shall be unlawful for any person to erect or maintain or for any property owner or occupant to allow to be erected or maintained on any property within the City any fence equipped with or having barbed wire, spikes or any similar device or any electrical charge sufficient to cause an electric shock.
B. 
It shall, however, not be unlawful under this Section to maintain a barbed wire fence so long as said barbed wire is at least six (6) feet above the ground and at least one (1) foot within the property line of the owner's or occupant's property and so long as said property is located within an industrial or business zoning classification.

It shall be unlawful for any individual, partnership, corporation or other entity to commercially light the exterior of their place or places of business within the City of Moline Acres between the hours of 1:30 A.M. and 6:00 A.M. This shall include any freestanding signs.

Residents may display seasonal exterior lights.
B. 
Residents may display seasonal exterior lights from October first (1st) thru January thirty-first (31st).
C. 
Residents must remove lights from the exterior of the residence by 5:00 P.M. on February first (1st) annually.
D. 
No seasonal lights attached to the exterior of a residence shall be permitted during the months of February, March, April, May, June, July, August or September.

It shall be unlawful for any person to cut grass in the City of Moline Acres between the hours of 9:00 P.M. and 6:00 A.M. Any person violating this Section shall be subject to a fine up to one thousand dollars ($1,000.00) or imprisonment of up to ninety (90) days or both fine and imprisonment.

It shall be unlawful to place any type of apparel, bedding, towels, newspaper or like materials on, around or about a window of any residential or commercial structure, if same can be seen from a public right-of-way. This Section does not prohibit the placement of draperies of any kind upon windows.
B. 
It shall be unlawful for any property owner to allow his/her property within the City to be in a condition that is inconsistent with this Section.
C. 
Any person violating this Section shall be subject to a fine, upon conviction, of up to one thousand dollars ($1,000.00) and/or incarceration up to ninety (90) days.

A. 
Any person evicted from a structure in the City of Moline Acres shall take immediate action to remove its personal property from the public right-of-way or front yards. It shall be unlawful for a property owner to allow personal property that has been set out, due to an eviction, to remain on the public right-of-way or front yard for a period exceeding forty-eight (48) hours.
B. 
It shall be unlawful for any property owner to allow his/her property within the City to be in a condition that is inconsistent with this Section.
C. 
Any person violating this Section shall be subject to a fine, upon conviction, of up to one thousand dollars ($1,000.00) and/or incarceration up to ninety (90) days.
D. 
The City of Moline Acres reverses the right to remove any personal property from the public right-of-way or front yard after the forty-eight (48) hour period and shall charge its cost to the property owner as a lien against the property.

It shall be unlawful for any person to undertake any type of repair or work on any junk/derelict vehicle upon any private or public property in a residential zoning within the City of Moline Acres unless said repair or work is undertaken in an enclosed structure. "Junk/derelict vehicle" shall be defined as any automobile or truck that is not licensed and/or on blocks or jacks, that cannot move under its own power.
B. 
Any violation of this Section, which results in a conviction, may result in a fine of up to one thousand dollars ($1,000.00), imprisonment of up to ninety (90) days, or both fine and imprisonment.

Any violation of this Section, which results in a conviction, may result in a fine of up to one thousand dollars ($1,000.00), imprisonment of up to ninety (90) days, or both fine and imprisonment.
C. 
There shall be an exception to this Section for minor emergency repairs.

It shall be unlawful for anyone to barbecue, cook, or prepare food in any manner on the front or side of any residential or commercial structure within the City of Moline Acres, unless authorized by the Mayor and approved by the Board of Aldermen.
B. 
Any violation of this Section shall result upon conviction in a fine of one dollar ($1.00) up to one thousand dollars ($1,000.00) and/or imprisonment for a term not to exceed ninety (90) days.

It shall be unlawful for anyone to sale or display goods for sale outside a structure within the City of Moline Acres, unless authorized by the Mayor and approved by the Board of Aldermen.
B. 
Any violation of this Section shall result upon conviction in a fine of one dollar ($1.00) up to one thousand dollars ($1,000.00) and/or imprisonment for a term not to exceed ninety (90) days.

It shall be unlawful to place any type of tarpaulin, cloth, or plastic material on any carport, that can be seen from a public right-of-way.
B. 
It shall be unlawful for any property owner to allow his/her property within the City to be in a condition that is inconsistent with this Section.

Any person violating this Section shall be subject to a fine, upon conviction, of up to one thousand dollar ($1,000.00) and/or incarceration up to ninety (90) days.

A. 
It shall be unlawful place leaves, grass clippings, or other debris upon a public right-of-way, within the City of Moline Acres, Missouri.
B. 
Any person found to violate this Section shall be guilty of a misdemeanor and subject to a fine of no more than five hundred dollars ($500.00) and incarceration of no more than ninety (90) days, or both fine and incarceration.
