A certain document, a copy of which is on file in the office of the Building Inspector of the City of Neosho, Missouri, being marked and designated as "The International Residential Code, 2018 Edition," as published by the International Code Council be and is hereby adopted as the Residential Code of the City of Neosho, Missouri, for regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three (3) stories in height with separate means of egress as herein provided; providing for the issuances of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of the said Residential Code on file in the office of the Building Inspector of the City of Neosho, Missouri, are hereby referred to, adopted and made a part of hereof, as if fully set out in this Section, with the additions, insertions deletions and changes, if any, prescribed in Section 522.020 of this Chapter.

A. 
The following Sections are hereby revised as follows:
1. 
Section R101.1. Insert: City of Neosho, Missouri.
2. 
Sprinkler systems shall not be required as per Section 67.281, RSMo.
3. 
The maximum amount of layers for a residential home is two (2) layers unless otherwise stated by the manufacturer of the product being installed or the Insurance Company.
4. 
A permit shall not be required for: roof replacement or repairs, storage buildings on skids under twelve (12) feet by twelve (12) feet.
5. 
The occupancy load calculation for single- and two-family dwellings will based on two (2) occupants per bedroom.
6. 
Section P2903.5 water hammer arrestors shall not be required.
7. 
Section N1102.4 air leakage testing shall not be required.
8. 
The following appendixes shall not be enforced. Appendix E, I, K, L, Q, R and S.
9. 
Section P2717.1 dishwasher air gap device shall not be required.

A. 
Any person violating any of the provisions of this Chapter or the provisions of the International Residential Code adopted in this Chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
B. 
In addition to the imposition of the penalties herein described, the Building Inspector is authorized to institute appropriate action to prevent unlawful construction or to restrain, correct or abate a violation; or to prevent illegal occupancy of a structure or premises; or to stop an illegal act, conduct of business or occupancy of a structure on or about any premises.
