A. There is hereby established and levied upon all persons, firms or
corporations making connection to the Village of Country Club sewer
system a sewer connection fee as follows:

Other uses.
a.
For all other uses not listed in Subsection above, the Village
Engineer shall determine the sewer connection fee as follows: A basic
connection fee equal to that listed for a single-family dwelling in
Subsection above shall be charged for any connection. In addition
to this basic connection fee, a charge of seventy-five dollars ($75.00)
for each fixture unit over twenty (20) fixture units shall be assessed.
b.
Fixture units shall be determined in accordance with the Uniform
Plumbing Code in effect at the time of the connection. Units for plumbing
fixtures not included in the Uniform Plumbing Code shall be based
upon the size of the fixtures, drainage pipe and piping in accordance
with the following table:

c.
Where drainage piping exceeds four (4) inches in diameter, the
Village Engineer shall determine the number of fixture units based
upon the discharge capacity of the piping.

Other determination. Whenever in the opinion
of the Village Engineer the application of the above-described methods
of determining sewer connection fees are grossly unreasonable and
inappropriate, he may calculate an appropriate sewer connection fee,
taking into account anticipated wastewater flow and strength characteristics
for the building in question.

Demolished premises. Whenever enclosed building
space is demolished, any construction of enclosed building space which
takes place on the same parcel within five (5) years of that demolition
shall be exempt from sewer connection fees to the extent of the number
of square feet and the number of fixture units removed from the parcel
as a result of said demolition work.

Existing premises. Buildings that are connected
to the Village of Country Club sewer system at the time this Article
goes into effect shall be exempt from these sewer connection fees
to the extent of their square footage and fixture units at such time.
Any proposed building for which a building permit had been accepted
by the entity having building permit issuance authority prior to the
date that this Article takes effect shall be considered to have been
connected to the Village of County Club's sewer system. If, however,
such building permit lapses and a new building permit becomes required,
the proposed building will become subject to the full collection of
sewer connection fees.
6.
Payment of fees. All connection fees must be
paid prior to the issuance of the building permit. The connection
fee shall be collected for the Village of Country Club by the Village
Clerk.
