The board of aldermen is hereby authorized to enter into contract
with individuals who live without the corporate limits of the city
and who are desirous of obtaining city water for their own use, to
provide them with water service. The mayor is appointed the contracting
agent for the city and it shall be his duty to negotiate the contract
with any individual so desiring water service, subject to the approval
of the board of aldermen in each contract.

In a contract authorized under this Article there shall be a
monthly service charge of ten dollars ($10.00) in addition to the
regular water service rate.

Without a contract under this article, it shall be unlawful
for any resident to take water, provided by the city, from his property
to any area without the city limits.
