The City is hereby declared a mosquito control district, which
district shall comprise the whole of the territory within the corporate
limits of the City.

There shall be a Mosquito Control Commission consisting of three
members, one of whom shall be the State Health Commissioner or his
designated deputy. The City Council shall designate the other two
members.

All persons appointed members of the Mosquito Control Commission
shall, before taking office, take and subscribe to an oath to support
the Constitution of the United States and of the commonwealth, and
to faithfully and impartially perform and discharge the duties embodied
upon them by this article and by the state law of the commonwealth.
Such oath shall be taken before some officer of the commonwealth authorized
by law to administer it and shall be delivered by the person taking
such oath to the Secretary of the Commission for filing with its permanent
records.

The term of members of the mosquito control district, other
than the Health Commissioner of the commonwealth or his deputy, shall
be for four years each. Each such members shall continue to serve
after the expiration of their terms until their successors have been
appointed and qualified. Vacancies on the Commission shall be filled
by the authority originally filling the office.

The Health Commissioner of the commonwealth or his deputy designated
as a member of the Mosquito Control Commission shall act as ex officio
chairman of such Commission.

The Mosquito Control Commission shall appoint its own secretary,
either from among its membership or otherwise, and it shall fix his
compensation. The secretary shall record the minutes of the Commission
and keep its records and perform such other duties as may be required.
The Commission may require a bond of its secretary in excess of the
funds which may come into his hands, and upon the condition of the
faithful application of such funds.

The Mosquito Control Commission shall be a body politic and
corporate and shall use a common seal, may enter into contracts and
be contracted with, and shall have all the powers necessary to carry
into effect all of the provisions of this article and of Code of Virginia,
§ 32.1-187 et seq. The Commission may employ clerks, engineers,
scientists and laborers to do whatsoever is necessary for the control
and elimination of mosquitoes within the mosquito control district
established by this chapter.
