The position of Planning Director is hereby established. The
Planning Director may be appointed and removed by the Mayor with the
consent and approval of a majority of the members elected to the Board
of Aldermen. The term of the Planning Director shall hold office at
the will of the Mayor and Board of Aldermen for an indefinite period
of time or until such employment is terminated as provided herein.
The Planning Director, under the supervision of the City Administrator,
shall have authority and supervision over all matters assigned to
and within the authority of the City Zoning Officer and all such other
matters delegated by the Board of Aldermen or City Administrator.

A. The
Planning Director shall include the following duties and responsibilities:
1. Determine if zoning uses are in compliance with the ordinances;
2. Provide staff assistance to the Planning Commission;
3. Coordinate and implement submission procedures for approvals for
new or changed zoning districts and subdivisions;
4. Review and process applications for variances, rezonings, special uses and act on such other approvals and duties delegated to the Zoning officer pursuant to Section
405.020, except for such duties as relate to Building Code compliance which shall remain the duties of the Code Official.
5. Receive input from or assist other departments;
6. Ensure application and project information is available to the community
and general public;
7. Consult with applicants regarding the development review process
and submission of request forms and to facilitate developments and
applications that meet the needs and requirements of the City;
8. Perform such other duties as may be prescribed from time to time
by the City Administrator or Board of Aldermen;
9. Interpret and enforce, in conjunction with the Commissioner of Public
Works, Prosecutor or other designated officials, such development
ordinances as may be within the authority of the Director of Planning;
10. Grant, deny, withhold or condition of permits or approvals within
the Director of Planning authority consistent with the requirement
of the applicable law.
B. The
Planning Director shall be compensated by only as provided by contract
if appointed pursuant to an independent contractor contractual services
agreement or by salary ordinance if appointed as an employee of the
City.
