There is hereby established in the City of Pacific, Missouri, a Special Police Force, and such rules and regulations as are set out herein shall constitute the Manual of the Special Police Force of the City of Pacific, Missouri, which became effective upon approval of the Board of Aldermen (January 17, 1984).

A. 
There is hereby established in the City of Pacific, Missouri, a Special Police Force, hereinafter referred to as the Reserve Police Force.
B. 
The Force shall consist of a maximum of fifteen (15) Officers.
C. 
The Force shall be under the command of the Marshal/Chief of Police and/or Mayor. The Captain shall serve as Vice-Commander.
D. 
In the event of riot or other emergency as declared and defined by the Mayor and/or Board of Aldermen, the Chief of Police may appoint special Officers in excess of the authorized Force strength, but the service of such extra Officers shall be limited to the time during which such emergency shall exist.

A. 
When assigned to active duty, the members of the special Force possess all of the powers of regular Police Officers and are subject to all laws and regulations applicable to Police Officers as well as the regulations provided for in Section 200.140 herein.
B. 
Each member is required to serve a minimum of one hundred twenty (120) hours per year in police activities, which will be supervised by the Chief of Police. This represents an average of ten (10) hours per month. If this average is not maintained over a period of three (3) months, the Chief of Police will investigate the circumstances and take action consistent with his findings. Any failure on the part of a Special Officer to comply with this minimum standard without justification (such as illness) will be considered grounds for termination.
C. 
When individual Officers are assigned for duty with full-time personnel, they will be under the direct supervision of said full-time personnel.
D. 
All members shall perform all assignments in uniform, except where directed otherwise by the Chief of Police.
E. 
All members may use physical force or firearms only specifically as provided in this manual and the regulations provided in Section 200.140 therein.
F. 
All members shall attend training sessions as directed by the Chief of Police.
G. 
A member may apply for a leave of absence if he is unable to fulfill his duty requirements as a result of prolonged illness, injury, family hardship, or regular employment.
A. 
An applicant for membership in the Special Police Force of the City of Pacific must:
1. 
Be a citizen of the United States;
2. 
Be between the ages of twenty-one (21) and sixty (60), with mandatory retirement at the age of sixty-five (65); or take limited service or an honorary membership;
3. 
Be in good health by proof of physical examination;
4. 
Have no felony conviction, no unfavorable arrest record;
5. 
Undergo a thorough background investigation by the Chief of Police;
6. 
Be capable of understanding and performing the duties prescribed by this Article;
7. 
If a veteran, be in possession of a military honorable discharge from the military service;
8. 
Complete satisfactorily or have completed the required training of the Director of Public Safety as provided in Chapter 590, RSMo.;
9. 
Not be a member of another Police Department;
10. 
Be a resident of this State and have been a resident of this State for at least three (3) years prior to his appointment.

A. 
Each member of the Force shall be provided a copy of the regulations outlining privileges, responsibilities and general conduct expected of a member of the Force. These guidelines shall be prepared by the Chief of Police, subject to the approval of the Board of Aldermen, and shall be consistent with the guidelines established for regular Police Officers.
B. 
Said regulations shall become a part of the manual and shall be subject to periodic revision at the discretion of the Chief of Police, subject to Board approval.

A. 
Special Police Officers are subject to the same rules and regulations of deportment as regular Officers.
B. 
Special Police Officers are required to obey strictly and execute promptly the lawful orders of regular full-time Officers of the Department.
C. 
Each Officer is required to behave in the discharge of duties and in relation with the other members of the Force and the general public in a manner calculated to bring the most efficient performance of the duties imposed upon the Department and upon each member of the Department.
D. 
All complaints against a member of the Force will be investigated in the same manner as a complaint against a commissioned Officer.
E. 
The personal evaluation procedure of the Special Police will be the same as that utilized by the Department for its regular Officers. Any undesirable evaluation will be discussed by the Chief of Police. Continuation of unsatisfactory performance will be considered grounds for termination. Members of the Special Force hold their positions at the pleasure of the Mayor, Chief of Police and Board of Aldermen, and may be disciplined in accordance with the procedures contained within the Police Department's Rules and Regulations.

A. 
Each member of the Force shall receive the minimum number of training hours to obtain a "Class A" license issued by the Missouri Division of Public Safety Police Officer Standards and Training Commission and approved by the Chief of Police and shall obtain such "Class A" license before he or she shall be sworn in.
B. 
No candidate who fails to complete this training will be sworn in or issued a badge and equipment.
C. 
Weaponry qualifications are to be passed prior to carrying firearms. The Commanding Officer shall evaluate each member on an annual basis.
D. 
Members of the Special Force are empowered to perform Police functions and carry a weapon only while on active duty. Active duty, as specified in this Section, shall be of limited duration (usually an eight (8) hours shift) and authorized in writing by the Mayor, Chief of Police or assistant Chief of Police. Being sworn in as a member of the Special Police Force is not to be considered the same as being on active duty.

A. 
Each member is responsible for the care and proper maintenance of property issued to him.
B. 
Any loss or damage must be reported at once to the Commanding Officer. Upon leaving the Force or upon suspension or dismissal, all equipment and property shall be returned to the Commanding Officer.

All master files and miscellaneous records shall be maintained by the Commanding Officer, and all accounts shall be payable by the City Treasurer. All records and files shall be made immediately available upon request to the Mayor, Board of Aldermen, and the Finance and Personnel Committee.

A. 
Members of the Force shall be compensated in a manner established by the Board of Aldermen. No member may accept payment from a private individual, group or organization. Nothing herein, however, shall prevent such individual, group or organization from contributing to the General Revenue Fund of the City in recognition of services performed by the Special Police Force.
B. 
A private party or organization may request Special Police protection, and may contract with the City to compensate the City therefor. Officers providing such services at the direction of the Chief of Police shall be compensated at the rate established for regular duty for an Officer; provided however, that no Officer shall receive any compensation directly from the contracting party or individual.
C. 
The Chief of Police or his representative may contract with a private party or provide Police protection for a fee. The Chief of Police shall furnish each such contract to the City Clerk. These agreements are to be administered in accordance with State Statutes and City Codes. Members may receive compensation from the City for services provided with the approval of the Chief of Police.

A. 
Members shall retire from active service at sixty-five (65) years of age.
B. 
A member who has served for five (5) years and reached the age of sixty-five (65) may request an honorary appointment. An honorary appointee may serve in a non-active capacity in duties assigned by the Commanding Officer.

The members shall wear uniform and insignia as prescribed for regular Police Officers. The Special Police will be provided insignia designating their Special Police status. The Chief of Police shall establish uniform and dress standards.

A. 
All applicants must fill out on application.
B. 
The Chief of Police shall establish criteria for reviewing applicants.
C. 
Once the application has been received, a background investigation will begin.
D. 
All appointments are made by the Mayor.
E. 
If accepted, the applicant will be assigned to training.
F. 
After successful completion of the established course of training, the applicant will be sworn in, issued specified equipment and assigned to duty.
