The City Park, or parks, except Blackburn Park and Jensen Point, shall be open for public use from 6:00 A.M. until 12:00 Midnight each day. Blackburn Park and Jensen Point shall be open for public use from 6:00 A.M. until one-half (1/2) hour after sunset each day.

A. 
In any City park, it shall be unlawful to:
1. 
Camp overnight without written permission from the Park Board.
2. 
Enter or remain in any park after park hours without a permit.
3. 
Have unleashed domesticated animals at any time except when inside the fenced dog park section at City Park or at events where non-leashed animals are specifically allowed.
4. 
Possess any firearm, air gun, spring gun or weapon of any kind in City parks and trails unless otherwise permitted by law. Discharge of any such weapon is prohibited.
5. 
Hunt, trap or obtain wildlife by any means.
6. 
Fish in any City parks without compliance to current Missouri Department of Conservation (MDC) regulations, including possession of a current fishing license.
7. 
Use watercraft without permit on lakes or ponds in City parks.
8. 
Swim in City lakes or ponds.
9. 
Ride or lead horses outside the Liberty Field Arena or other specifically designated area.
10. 
Build fires, except in designated areas or in the barbecue pits and grills provided, unless the Park Board has given prior express permission and the Fire Chief has received prior notification. Any approved fire must be contained in an above-ground fire pit. No ground fires allowed.
11. 
Solicit any business or service or advertise or vend for sale or hire any goods without prior written approval by the Park Board.
12. 
Offer alcohol for sale without a special use permit. All State liquor laws must be adhered to.
13. 
All trash shall be deposited in trash containers located within the parks. These containers are for use by park attendees. Any other use is prohibited.
14. 
Interfere with any group whose exclusive use of park facilities has been granted by permit or reservation.
15. 
Pollute, discolor or contaminate in any manner any body of water found in the park.
16. 
Cut, pick, damage or remove flowers, trees, shrubs or other vegetation.
17. 
Damage, deface or remove signs, buildings or any other City property including electrical outlets, lighting and lighting controls.
18. 
Drive any licensed motor vehicles, except upon the roads and parking areas designated for such purposes. Unauthorized licensed motor vehicles are not allowed on walking paths.
19. 
Exceed the speed limits posted in all park drives, parking lots and roadways.
20. 
Park any motor vehicle, except upon the roads and parking areas designated for such purposes.
21. 
Operate any unlicensed motor vehicle, except that utility vehicles and LSVs may be operated on the paved streets and paths within the City's parks and no golf carts shall be operated on any unimproved park property (grass area) without a special event permit that allows for such use.
22. 
Use any park equipment or facility in a manner inconsistent with its designed or intended purpose.
23. 
Violate any other regulation, fail to obtain a required permit or pay a required use fee established in this Chapter, or such other regulation, permit or fee as may be hereinafter established and placed on file with the City Clerk after being recommended by the City Park Board and approved by the Board of Aldermen.
24. 
Tamper with any security devices and/or cameras.
B. 
The above list of violations and restrictions shall not limit or restrict the authority of the Park Board to make any other regulations required to govern the use and protection of park facilities.
C. 
It shall be unlawful to enter to remain inside the enclosure surrounding any City aquatic center or pool after center hours.
D. 
It shall be unlawful to climb on or to enter into the bluffs or caves or to climb on any fence, cable, protective banner or netting located at Blackburn Park in the City of Pacific. Any violation of this Subsection shall be punishable by a fine of not less than two hundred dollars ($200.00) and not more than one thousand dollars ($1,000.00) and/or jail not to exceed ninety (90) days, or a combination of both.

A. 
The following fees shall be established and raised as the case may be:
1. 
Rental Of Pavilions.
a. 
Forty dollars ($40.00) per day per pavilion (residents).
b. 
Eighty dollars ($80.00) per day per pavilion (non-residents).
c. 
Renting of pavilions is subject to completion of current Pavilion Rental Agreement and Hold Harmless Agreement.
(1) 
Rental agreement may include damage deposits.
(2) 
Pavilion rentals may not be utilized or sold to other groups or organizations.
2. 
Rental Of Open Park Areas.
a. 
The City Park, or parks, except Jensen Point:
(1) 
One hundred twenty-five dollars ($125.00) per day (residents and local organizations).
(2) 
One hundred seventy-five dollars ($175.00) per day (non-residents and out-of-City organizations).
Public and private schools may reserve sections or all of a park without a fee.
b. 
Jensen Point only:
(1) 
One hundred seventy-five dollars ($175.00) per four-hour block for residents of the City and for organizations located in the City boundaries.
(2) 
Two hundred twenty-five dollars ($225.00) per four-hour block for non-residents and for organizations located outside of the City boundaries.
3. 
Time Block Rental Of Sports Fields At City Park.
a. 
Subject to availability, City Park sports fields may be reserved in 2-Hour time blocks.
(1) 
Fifteen dollars ($15.00) per time block (residents and local organizations).
(2) 
Twenty dollars ($20.00) per time block (non-residents and out-of-town organizations).
4. 
Seasonal Rental Of Sports Field.
a. 
Three hundred dollars ($300.00) per season (residents and local organizations).
b. 
Six hundred dollars ($600.00) per season (non-residents and out-of-City organizations).
c. 
All seasonal rentals of sports fields, in addition to the fees stated above, shall make a deposit of five hundred dollars ($500.00) to ensure repairs if grounds are damaged.
d. 
For the purpose of Subsection (A)(4)(c), "seasonal rental" shall not last more than thirteen (13) continuous weeks.
e. 
Seasonal rental of any City-owned field requires completion of and approval of a Seasonal Contract, including all required documentation and insurance requirements.
5. 
The admission fees and season pass fees established for the municipal pool shall be established as follows:
a. 
The daily admission fees for the pool shall be the following:
(1) 
Adult (13 years and older): $4.00.
(2) 
Adult Senior Citizen, (62 and over): $2.00.
(3) 
Children (3 years to 12 years): $2.50.
(4) 
Children (2 years and under): Free.
b. 
The season pass fee for the pool shall be the following:
(1) 
Adult (resident): $45.00.
(2) 
Adult (non-resident): $60.00.
(3) 
Adult senior citizen, (62 and over), resident: $22.50.
(4) 
Adult senior citizen, (62 and over), non-resident: $30.00.
(5) 
Child (resident): $40.00.
(6) 
Child (non-resident): $50.00.
(7) 
Family (resident, up to (5) family members): $75.00.
(a) 
Additional family members can be added for ten dollars ($10.00) per member.
(8) 
Family (non-resident, up to (5) family members): $90.00.
(a) 
Additional family members can be added for ten dollars ($10.00) per member.
(9) 
Punch card (twenty (20) punches): $40.00.
(10) 
Swim team rental: Four hundred fifty dollars ($450.00) for all practice times and the swim team shall pay the lifeguards at swim meets.
For the purpose of this Section, the definition of "family" shall be up to two (2) adults living under the same household and (3) dependents under twenty-four (24) years of age and senior dependents who also reside in the same household. Additional dependents can be added to a family pass for ten dollars ($10.00) per individual over (5) members.
6. 
Non-Profit Events. Any person, organization or entity that desires to use a City Park for an event that is being conducted not-for-profit shall be required to register the event with the Parks and Recreation Director and be approved by the City Park Board. The person or organization must pay the fees for use set forth in this Section. Any person, organization or entity may apply to the Park Board for a variance from the required fees, which the Park Board may grant for good cause. Insurance policy, hold-harmless agreement, commercial food permit (if required), alcohol sales permit (if required) or other special permit issued by the City or County may be required to complete reservation.
7. 
For-Profit Events. Any person, organization or entity that desires to use a City Park for an event that is being conducted for profit shall be required to apply for a Special Event Permit, subject to review and recommendation by the Park Board and approval by the Board of Aldermen. The Special Event Permit fee shall be determined by the City in consideration of the event impact to park facilities, required assistance from Park staff and other City staff, and other factors. Insurance policy, hold-harmless agreement, commercial food permit (if required), alcohol sales permit (if required) or other special permit issued by the City or County. may be required to complete reservation.
8. 
Memorials And Markers For All Parks Except Adam's Garden. Any and all memorials of any type are subject to Park Board approval and may not include advertising. Residents may donate to a City Park in honor of an individual or event. For coordination, care and consistency, residents are encouraged to contact the City to discuss ideas for donation locations, however final donation locations will be dependent on the needs of the park(s). Markers, signage, plaques and similar for memorials must be purchased thru the City at cost.
Donations will be accepted in the following categories:
a. 
Memorial Tree Donations: Living memorial donations will be accepted in the form of non-invasive tree plantings in City parks. These will be planted in the Spring and Fall. The City of Pacific will maintain the tree to the best of its ability. The City is not responsible to move or replant a tree if removal becomes necessary due to damage, hazardous circumstance or death of the tree.
b. 
Memorial Bench Or Marker Donations: Memorial bench and marker donations will be considered within the City park system. The City will maintain the bench or memorial for the useful life of the item. The City is not responsible to replace the item at the end of useful life.
c. 
General Donations: Donations for general park and recreation purposes are accepted.
d. 
Statues, Fountains, Plazas, Gardens, Etc.: Memorial donations which are large in scale are generally not encouraged. To the extent that projects of this nature are consistent with park planning processes, they may be considered on a case-by-case basis in coordination with the Park Board. Donors may contact the City for further information.

A. 
All vehicular traffic operating within the City of Pacific City Park shall be restricted to one-way travel as set forth herein with signs to be erected directing said one-way travel.
B. 
Beginning at a point in the City of Pacific City Park described as where the park road makes a western turn after entering the main entrance to the City Park all traffic shall be restricted to one-way travel travelling in a generally western direction around the City Park to a point located at the south side of the entrance to the City of Pacific City Pool parking lot. ONE-WAY traffic signs shall be posted pursuant to this Section as well as DO NOT ENTER signs.
C. 
Vehicular traffic shall not be restricted to travel one-way from the main entrance to a point located at the south side of the entrance to the City of Pacific City Pool parking lot.
D. 
Any driver of a vehicle who violates this Section and is found guilty shall pay a fine of not less than one dollar ($1.00) nor more than one thousand dollars ($1000.00) or be sentenced to a term of not more than ninety (90) days in the City Jail, or be punished by both such fine and imprisonment.
