A. Separate offices. The offices of Village Clerk and
Village Treasurer shall be separate.
B. Appointment. The Village Clerk and Village Treasurer
shall each be appointed by a majority vote of the members of the Village
Board for a definite term or for an indefinite term, as the Board
may decide. The Village Board may also terminate any person so appointed
for any cause determined sufficient by the Board. The Village Clerk
and Village Treasurer shall each receive such compensation as the
Village Board may determine.
C. Duties of Village Clerk. The Village Clerk shall perform
the duties prescribed in § 61.25, Wis. Stats., and such
other duties as may be prescribed by state statute or the Village
Board.
D. Duties of
Village Treasurer. The Village Treasurer shall perform the duties
prescribed in § 61.26, Wis. Stats., and such other duties
as may be prescribed by state statute or the Village Board.
E. Supervision.
The Village Clerk and Village Treasurer shall each report separately
to the Village Board and function under the direct supervision of
the Village Board. The Village Clerk and Village Treasurer shall assume
responsibility for and have direct supervision of the deputies and
assistants appointed to assist him or her. The Village Board shall
designate either the Village Clerk or Village Treasurer to be the
team leader for all employees of the Village office. The team leader
shall make decisions in the absence of consensus, resolve conflicts
between team members and coordinate team efforts.

The Village President may appoint a Deputy Clerk
and a Deputy Treasurer, subject to confirmation by a majority of all
members of the Village Board. The Deputy Clerk and Deputy Treasurer
shall have indefinite terms of office. The Deputy Clerk shall act
under the Village Clerk's direction and shall, during the temporary
absence or disability of the Village Clerk or during a vacancy in
such office, perform the duties of Village Clerk. The Deputy Treasurer
shall act under the Village Treasurer's direction and shall, during
the temporary absence or disability of the Village Treasurer or during
a vacancy in such office, perform the duties of Village Treasurer.
The acts of a Deputy shall be covered by official bond as the Village
Board shall direct. The Village Clerk may serve as Deputy Treasurer
and the Village Treasurer may serve as Deputy Clerk.
The Fire Chief shall be appointed pursuant to
the bylaws of the Belgium Fire Department.

The Weed Commissioner shall be appointed by
the Village President, subject to Village Board confirmation. The
term of office of the Weed Commissioner shall commence on the first
day of May following his appointment. The Weed Commissioner shall
take the official oath, which oath shall be filed in the office of
the Village Clerk, and shall hold office for one year. The Weed Commissioner
shall hold office pursuant to and fulfill the duties set out in state
law.
Village officers must observe the standards
of care imposed by § 19.21, Wis. Stats., with respect to
the care and custody of official property.

Every officer shall, if required by law or the
Village Board, upon entering upon the duties of his office, give a
bond in such amount as may be determined by the Village Board with
such sureties as are approved by the Village President, conditioned
upon the faithful performance of the duties of his office. Official
bonds shall be filed with the office of the Village Clerk. Any person
re-elected or reappointed to the same office shall take and file an
official bond for each term of service.

A. Definition. For purposes of this section:
EMERGENCY PERSONNEL
The Emergency Management Director, Water Superintendent and
Wastewater Superintendent.
B. Residency requirement. All Village emergency personnel
shall reside within 15 miles of the corporate boundaries of the Village.
