A. 
Each person, partnership or corporation owning property, within or outside of the City of Oil City, to which water shall be furnished by the City, shall pay the City for the same in accordance with the following schedule of rates, to wit:
(1) 
Minimum monthly charge.
(a) 
For all eight-inch water meters: $106.50/per month.
(b) 
For all six-inch water meters: $106.50/per month.
(c) 
For all four-inch water meters: $71.50/per month.
(d) 
For all three-inch water meters: $46.50/per month.
(e) 
For all two-inch water meters: $26.50/per month.
(f) 
For all 1 1/2-inch water meters: $21.50/per month.
(g) 
For all one inch or smaller water meters: $14.50/per month.
(2) 
In addition to the above minimum monthly charge, the following rate schedule based on monthly readings as aforesaid also applies:
(a) 
From zero cubic feet to 1,600 cubic feet add $5.05 per 100 cubic feet.
(b) 
Over 1,600 to 3,200 cubic feet add $4.95 per 100 cubic feet.
(c) 
Over 3,200 to 4,800 cubic feet add $4.90 per 100 cubic feet.
(d) 
Over 4,800 to 6,400 cubic feet add $4.85 per 100 cubic feet.
(e) 
Over 6,400 to 100,000 cubic feet add $4.65 per 100 cubic feet.
(f) 
Over 100,000 to 200,000 cubic feet add $4.25 per 100 cubic feet.
(g) 
Over 200,000 to 700,000 cubic feet add $3.85 per 100 cubic feet.
(h) 
Over 700,000 cubic feet add $3.60 per 100 cubic feet.
B. 
All bills or invoices shall be dated and shall be due and payable upon presentation thereof. A penalty of 14% shall be added to the net sum due and payable if payment is not made within 20 days from the date of such invoice or bill. Each bill or invoice shall designate the date on and after which the penalty and amount thereof shall be added.

A. 
All tenant-occupied properties for which the owner receives the utility bill will be red-tagged prior to termination when said account has been delinquent for more than 30 days. A fee of $20 will be added to the utility bill for each red tag placed on the delinquent property.
B. 
If any account shall be delinquent for more than 30 days after the same shall become due and payable, it shall be lawful for the City to discontinue the furnishing of water to such property and to shut off the water supply from said property by whatever mans necessary until such time as the water rent due the City is fully paid. In addition to full payment, additional charges of $25 for turning the water off and $25 for turning the water on shall be required if either activity is conducted during normal working hours (currently 7:00 a.m. to 3:00 p.m.); if the activity is conducted beyond normal working hours, each additional charge will be increased to $32.50. Upon a second termination of service within a twelve-month period, an additional cumulative $25 for turning the water off and $25 for turning the water on shall be required for each subsequent termination of service within a twelve-month period. If the customer account has not been terminated for a period of 12 months, the fee shall revert to its original starting point.

A. 
If a property owner of an owner-occupied or rental unit should desire to temporarily discontinue water service to one or more units which receive utility service from the City, the property owner must notify the City in writing at least two weeks in advance of that desire and give the address, account number and the desired date of utility discontinuance. A shutoff fee of $20 will be charged to the property owner for his discontinuance and must be paid at the time of the discontinuance request. A separate turn-on fee of $20 will be charged upon notification to the City to resume service at the service address.
B. 
Any property owners who fail to notify the City of their desire to discontinue water service at any service address will be responsible for a minimum utility bill for all utility services provided to that service address.
C. 
Any temporary discontinuance of water service shall also affect any sewer charges that may relate to the subject property, with the exception of the conditions outlined in paragraph (D) below.
D. 
The minimum monthly charges for water and sewer identified in § 303-8 and § 255-13, respectively, shall continue to be billed despite any temporary discontinuance of service. The only exception to this requirement is if the property owner obtains a demolition permit from the City, then the minimum charge for all utilities shall be eliminated.

In addition to the foregoing remedy and such other remedies as are provided by law for the collection of delinquent water rents, it shall be lawful for the proper officers of the City to file a lien or liens against the property for any and all delinquent accounts in the same manner provided by law in the case of unpaid City taxes on real estate and to proceed to collect the same.

The City reserves the right to and may from time to time adopt, revise or amend such rules and regulations as it deems necessary and proper for the use and operation of the Water Department or system, and all such rules and regulations shall be and become a part of this article and enforceable as part of this article. Said rules and regulations, when adopted or amended by official action of Council, shall be printed in book or pamphlet form and be available for general dissemination to the public and shall become a part of this article and enforceable as a part of this article.
A. 
From and after the effective date of this chapter, all persons who shall request the initiation of utility service because of moving into a dwelling unit in the City of Oil City shall be responsible for a fee of $20 to cover the costs associated with establishing the initial water meter reading at said location and for other administrative costs related to such initiation. Such cost will be placed on the initial billing for utility service at that location.
B. 
In addition, all persons who are moving from a dwelling unit in the City must request a final water meter reading in order to formally terminate the utility service. There will be no charge for the final reading request. At the time of the final reading, the City will terminate the service at that location, which service shall not be reconnected until a formal written request has been made to initiate service at that location.
