The chemical known as "sodium fluoride," or any other fluoride, shall not be injected, inserted, instilled, blended, furnished or used in the water supply or water system maintained and operated by the City of Oil City for the inhabitants and/or users thereof for any purpose whatsoever.
No elected or appointed officer, official, employee, agent, servant or functionary of the City of Oil City shall be authorized or permitted to expend, pay out or disburse municipal moneys or funds for the purchase, supplying, using, furnishing or contracting for the chemical known as "sodium fluoride," or any other fluoride, for use in any manner in the water supply or water system maintained and operated by the City of Oil City.
