The terms of all City officers and employees, except as designated by the Charter, state law, or provisions of this Code, shall be at will and without definite term, unless for temporary service not to exceed six months.

Except as otherwise provided by law, the compensation of all City officers shall be fixed by the City Council, and shall not be diminished during the term for which such officers are elected or appointed.

Every City officer, unless otherwise provided by law, shall, on or before the day on which his term of office begins, qualify by taking the oath prescribed by Code of Virginia, § 49-1. Persons authorized by Code of Virginia, § 49-3, may administer such oath.

Service by any employee of the City in any of the armed forces of the United States in any capacity, regardless of length of service, in time of war or any other declared national emergency, shall ipso facto result in leave of absence for such municipal employee for and during such service with the right to return to his same employment by the City upon the termination of such service, provided such service is terminated by an honorable discharge.

The bond of every officer and employee required to give a bond shall be in such amount and with such security as the City Council may approve and shall be conditioned upon the faithful discharge by him of his duties as such officer or employee. A blanket bond covering all City officers and employees may be substituted for individual bonds when directed by the City Council. It shall be the duty of the City Manager to see that the bonds required are given and that the bonds are kept in force.

The City shall provide the legal defense for, save harmless, and indemnify the Mayor, members of the City Council, officers, members of City boards and commissions, or other employees of the City in any tort, liability claim, demand, or other legal action brought against them, whether groundless or otherwise, which arises out of an alleged act or omission which occurs while such individual is engaged in the good faith performance of his duties. The City Attorney shall be responsible for such defense and the City shall compromise, settle, or otherwise pay the amount of any settlement or judgment rendered against the public official.

A. 
In addition to those persons required by Code of Virginia § 2.2-3115, to file financial disclosure statements of their personal interests, the City Manager, the City Attorney, and persons appointed by the City Council to the following boards and commissions shall file, as a condition to assuming and continuing in the office or employment, a disclosure statement of their personal interests and such other information as is specified on the form set forth in Code of Virginia § 2.2-3117:

The Economic Development Authority of the City of Fredericksburg.
B. 
All persons appointed by the City Council to the following boards, commissions, and Councils shall file, as a condition to assuming and continuing in office, a disclosure statement of their personal interests and such other information as is specified on the form set forth in Code of Virginia, § 2.2-3118:

The Architectural Review Board.
