A. General duties. The City Manager shall exercise and perform such
duties of an executive or administrative character as are provided
by the Charter and in ordinances of the City.
B. Management of public property and facilities. The City Manager shall
have management and control of all streets and alleys, including sidewalks,
public walks and public ways, whatsoever, all public bridges, with
their foundations, approaches and abutments, all public squares and
parks, all public buildings, all sewers, drains and waterways, and
all waterworks, gas works, and electric works or plants now owned
or which may hereafter be acquired or constructed, together with all
mains, pipes, wires, poles, conduits, and other works, structures
and buildings of any nature whatsoever connected therewith, and of
all property, both real and personal, used in connection with the
several works of public improvement or ownership. He shall also have
control over all other public utilities, works, and improvements belonging
to or controlled by the City not specifically enumerated in this section,
as may be acquired by the City.
C. Management of City departments. The City Manager shall have the management
and control over all departments of the City government other than
the School Board, the Health Department and the department of social
services. Concerning such management and control, the City Manager
may make and promulgate rules and regulations for the government of
all officers, employees, offices, and departments under his control
and enforce compliance with such rules and regulations.
D. Annual budget. At least 15 days before the end of each fiscal year,
the City Manager shall prepare and submit to the City Council an annual
budget for the ensuing fiscal year, based upon detailed estimates,
according to classifications as nearly uniform as possible.
E. Other employment. The City Manager shall devote his entire time to
the duties of his office. He may not accept any other employment for
compensation without the approval of the City Council.
F. Administrative rules and regulations. The City Manager shall prepare
rules and regulations as required by this Code and as the City Manager
deems necessary. Such regulations shall be submitted to, and approved
by, the City Council and shall be compiled, maintained and indexed
in the Administrative Manual, a copy of which shall be kept in the
City Manager's office and made available for public inspection.
G. Emergency management. The City Manager shall work with the emergency
services coordinator to prepare the City government for the advent
and aftermath of natural and man-made disasters. Preparation shall
include the emergency operations plan and the continuity of operations
plan.

The City Manager shall annually, by September 1, forward to
the City Council an annual report of business transacted by all City
departments, boards, commissions and other public bodies during the
preceding fiscal year, together with such recommendations as he deems
desirable for the better management and improvement of the business
methods in any of the several departments of the City government,
and for the better performance of the duties imposed on him as a City
Manager, and he shall, from time to time, make such reports and furnish
such data to the City Council as may be required of him by the City
Council.

The City Manager shall have the control of the letting of contracts
for all of the work of the City and the furnishing of all supplies
and materials for the use of any department of the City.
