A. 
The City Council shall appoint the clerk of the City Council within 60 days of its organizational meeting.
B. 
The City Council may, at any time, appoint a Deputy Clerk of the City Council to serve at the will of the City Council. The duties of the Deputy Clerk shall be identical to those of the clerk. The Deputy Clerk may, at any time, discharge the duties of the clerk.
C. 
The appointment of the clerk of the City Council, and any appointment of a Deputy Clerk of the City Council, shall be by majority vote of the members of the City Council present at the City Council meeting.
D. 
It shall be the duty of the clerk of the City Council to attend the meetings of the City Council. The clerk of the City Council shall keep a journal of the proceedings of the City Council and shall record such proceedings at large in the journal and keep the journal properly indexed. The clerk shall attest the minutes signed by the presiding officer. The clerk shall certify all ordinances and resolutions adopted by the City Council and record all ordinances of the City in a book to be kept for such purpose. The journal and the book of ordinances shall be open during normal business hours to the inspection of the public.
E. 
The clerk shall perform such other duties as may be assigned by the City Council from time to time.

The clerk of the City Council shall index the minutes of all City Council meetings as soon as they are signed by the presiding officer. The clerk shall also index all ordinances as soon as they are adopted, and file, preserve and index all books, documents and papers which may come into his hands as clerk. At the expiration of his term of office, he shall turn all such books, papers and documents over to his successor. He shall make copies of or extracts from anything in the minute books and ordinance books when and as often as he may be requested to do so by the City Council, the chair of any committee of the City Council, the City Manager or the City Attorney.
