A. 
There is hereby established, pursuant to Code of Virginia, Title 51.1, a system of pensions for retired or superannuated officers and employees of the City under the Virginia Retirement System.
B. 
The effective date of this program is July 1, 1965.
C. 
The rules, regulations, and laws governing the operation of this program as it pertains to employees of the City shall be determined and administered by the board of trustees of the Virginia Retirement System.
D. 
Eligible employees shall include only the City Treasurer, Commissioner of the Revenue, City sheriff, clerk of circuit court, commonwealth's attorney, and Director of the department of social services, and all eligible employees in their departments.
E. 
All prior service shall be credited and paid for by the employer except that the employee shall pay the employee cost for service rendered after July 1, 1959.

A. 
There is hereby established, pursuant to Code of Virginia, Title 51.1, a system of pensions for retired or superannuated officers and employees of the City under the Virginia Retirement System.

The effective date of this program is July 1, 1974.
C. 
The rules, regulations, and laws governing the operation of this program as it pertains to employees of the City and others will be determined and administered by the board of trustees of the Virginia Retirement System.
D. 
Eligible employees shall include all persons receiving compensation through the City payroll system on July 1, 1974, and such others as the City Council and the board of trustees of the Virginia Retirement System may approve. An employee must have six months' service to be eligible for participation in this system.
E. 
Past service credit for all eligible employees is defined as that period of time from the first date of employment until July 1, 1974, without termination of employment. A leave of absence or other authorized interruption as determined by the City Manager is not considered termination of employment.
F. 
Participation by each eligible employee is mandatory and is a condition of employment by the City.
G. 
The City Manager is further authorized to administer this retirement system for the City.
H. 
No provision of this section shall be construed to supplant or conflict with any provision of § 2-311.
