The name of the public body described in this division shall be the Potomac and Rappahannock Transportation District Commission (PRTC).

A. 
The Potomac and Rappahannock Transportation District Commission is established and authorized to exercise all the powers and duties of a transportation district, as provided by the Transportation District Act of 1964, Code of Virginia, § 15.1-1342 et seq.
B. 
By the adoption of Ordinance No. 90-16 on May 8, 1990, the City Council voted to join the Potomac and Rappahannock Transportation District by expanding the boundaries of the district to include all of the territory lying within the corporate limits of the City.
C. 
The Potomac and Rappahannock Transportation District Commission has the authority to design, construct, and operate transportation systems to serve member jurisdictions of the district. By adoption of Resolution No. 90-42 on June 26, 1990, the City Council agreed to participate in the operation of a commuter train system operated by Potomac and Rappahannock Transportation District Commission and known as the Virginia Railway Express.

A. 
The Potomac and Rappahannock Transportation District Commission shall consist of the following members:
(1) 
Six members appointed by Prince William County.
(2) 
Two members appointed by Stafford County.
(3) 
One member appointed by the City of Manassas.
(4) 
One member appointed by the City of Manassas Park.
(5) 
One member appointed by the City of Fredericksburg.
(6) 
Two members of the House of Delegates, Virginia General Assembly, appointed by the speaker of the house.
(7) 
One member of the Senate of Virginia, appointed by the senate committee on privileges and elections.
B. 
In addition to the members listed in Subsection A of this section, the chair of the commonwealth transportation board or his designee shall serve as an ex officio member of the commission.
C. 
Each member jurisdiction of the commission may appoint an alternate member for each regular member. Such alternate shall be able to exercise all of the powers and duties of a commission member when the regular member for whom appointed is absent from commission meetings. The number of alternate members shall be at the discretion of each individual jurisdiction, but the votes cast by each jurisdiction shall not exceed the number of regular members to which the jurisdiction is entitled. The chair of the commonwealth transportation board may appoint an alternate member, who shall have the authority to exercise all the powers and duties of the chair of the commonwealth transportation board when neither the chair nor his designee is in attendance at a commission meeting.
D. 
The City Council shall appoint one person to serve as the City's representative on the commission and one person to serve as the City's alternate representative thereon for terms of two years. Such persons shall be residents of the City and may be members of the City Council.

Other powers and duties of the Potomac and Rappahannock Transportation District Commission, in addition to those set forth in Code of Virginia, § 15.2-4500 et seq., and rules for voting, officers, meetings, and the transaction of business, shall be established by an amended founding ordinance approved by all member jurisdictions and by the commission's adoption of bylaws.
