General rule. No resident, household, or building owner along
any public street located within the Borough of Burgettstown shall
be permitted to park more than two vehicles upon any public roadway,
unless otherwise feasible to do so and permitted by the Burgettstown
Borough Code Enforcement Officer, or otherwise prohibited or limited
by this chapter or any other local, state or federal law. All other
vehicles must be parked and/or stowed using off-street parking on
property owned by the owner or on private property with permission
from the owner of said property.

No person or entity shall be permitted to park any boat, trailer,
camper, motor home, recreational vehicles, or any other similar vehicle
or personal property that has been or would typically be required
to be registered and licensed through the Pennsylvania Department
of Transportation, or any other unnatural item or object, on the public
streets located within the Borough of Burgettstown. Additionally,
no more than two recreational vehicles may be stored or maintained
outside of an enclosed structure on a lot, except in approved and
properly permitted recreational parks. For purposes of this section,
contiguous lots owned by the same persons shall be considered one
lot. Recreational vehicles shall be stored only in side or rear yards.
The Borough may grant a variance from this restriction if it is determined
that storage is not possible or practical in side or rear yards.
Violations of this article shall be punishable as provided in Article
X, Violations and Penalties, of this chapter.

A. The
Borough Council is hereby authorized by simple resolution to restrict
the parking of vehicles in a designated area in the Borough, based
on a finding that unrestricted parking could:
(1) Cause hazardous traffic conditions in the area;
(2) Produce excessive auto emissions, noise, trash and refuse;
(3) Unreasonably burden access by area residents to their residences
or other structures; or
(4) Damage the character of affected areas as designated by the Borough
Zoning Ordinance and which would diminish the value of property in those
areas.
B. The
boundaries of the area within which parking will be restricted shall
be determined by the Burgettstown Borough Council.
C. Upon a determination of need for the area as set forth in Subsection
C, and upon a resolution and approval by the Burgettstown Borough Council, the Borough Council or its designee may include the area on the list specified in Subsection
F of this section and may post signs pursuant to this chapter in the area determined to be adversely impacted to limit the duration of parking, to designate certain no parking areas, to limit parking on certain days and/or during designated hours to residents and visitors of such area, to provide notice that vehicles parked illegally in such areas are subject to impoundment, and/or to impose any other restrictions reasonably necessary to mitigate the parking problem and associated harm.
D. This
section shall not apply to emergency vehicles responding to an emergency
or to delivery vehicles that are in the process of making a delivery
within the restricted area.
E. This section shall be enforced pursuant to the provisions of Article
III, Chapter
475, §
475-21 of the Burgettstown Borough Code of Ordinances.
F. The areas subject to parking restrictions pursuant to this Subsection
F are listed below:
(1) Highland Avenue. No parking on the right side of Highland Avenue
beginning at the intersection of Highland Avenue and Kerr Street;
thence proceeding in a northeasterly fashion and ending at the intersection
of Highland Avenue and Frederick Street. In addition, there shall
be no parking on the left side of Highland Avenue beginning at the
intersection of Frederick Street and Highland Avenue to the intersection
of Highland Avenue and Culley Street.
