A. 
The City Manager is hereby authorized to increase or decrease the speed limits for vehicular traffic on streets maintained by the City in business and residential districts and to fix the speed limits for vehicular traffic on streets of the City for congested areas or curves, right angle turns or other dangerous areas or points. All such speed limits shall be based on a written engineering or traffic investigation.
B. 
Speed limits fixed by the City Manager pursuant to this section shall be clearly indicated by signs or markers erected and maintained on the streets or portions thereof where such limits are in effect.

A. 
Authority of City Council; amount of penalty.
(1) 
The City Council, by resolution, may designate any "highway" in a "residence district," as those terms are defined by state law, in the City as qualifying for the installation of appropriately placed signs displaying the maximum speed limit for the operation of motor vehicles, as authorized by Code of Virginia, § 46.2-878.2.
(2) 
It shall be unlawful and constitute a traffic infraction for any person to operate a motor vehicle in excess of the posted speed limit on such designated streets, and such person shall be punishable by a fine of not more than $200, which shall be in addition to any other penalties provided by law.
B. 
Procedure for designation. Upon receipt by the City Manager of a petition signed by one or more owners of at least 75% of all residential properties having frontage upon a "highway" in a "residence district," as those terms are defined by state law, requesting that such highway or street be designated for enhanced speeding penalties, the City Manager shall conduct such traffic studies and other investigations as he deems relevant to determine whether a speeding problem exists on such street. Upon completion thereof, the City Manager shall present such petition, together with a report and recommendation, to the City Council. If the City Council adopts a resolution designating such street for enhanced penalties, the City Manager shall erect and maintain appropriate signage on such street in accordance with criteria established by the Commonwealth Transportation Board.

A. 
For purposes of the reduced speed limit in this section, the Downtown Business District is comprised of the following streets:
(1) 
Sophia Street between Lafayette Boulevard and Amelia Street;
(2) 
Caroline Street between Lafayette Boulevard and Lewis Street;
(3) 
William Street between Washington Avenue and Sophia Street; and
(4) 
Lafayette Street between Sophia Street and Prince Edward Street.
B. 
The maximum speed limit on streets in the Downtown Business District shall be 20 miles per hour.
C. 
The City Manager shall place signs indicating the reduced maximum speed limit on these streets.
