A. 
Established. A farmers' market is hereby established. The City Council shall establish the location or locations of the market.
B. 
Administration; establishment of hours and rules. The City Manager shall administer the market and establish hours and rules concerning its operation.

It shall be unlawful to sell or offer to sell in the market any merchandise or property except products of the farm or forest actually produced or fish or shellfish actually caught by the person offering such merchandise or property for sale, except as may be permitted under the rules of the market published by the City Manager.

A. 
It shall be unlawful for any vehicle to enter or park in the market during market hours except:
(1) 
Vehicles operated by persons with permits to offer goods for sale.
(2) 
Delivery trucks necessary for the conduct of business whose premises adjoin the market. Such trucks shall be allowed only upon application to, and the written approval of, the City Manager.
(3) 
Drayage trucks used in the expeditious loading and unloading of merchandise under the rules and regulations as set forth from time to time by the City Manager.
(4) 
Vehicles stopping momentarily in a designated space to load produce previously purchased.
B. 
Truck parking. It shall be unlawful for any vendor to park his truck in any place other than one designated by the City Manager.
