There is hereby established a Community Development Citizens'
Advisory Committee, the purpose of which shall be to allow for input
from low- and moderate-income Taunton residents who are likely to
be assisted through the locally administered community development
block grant programs, thereby ensuring the development of programs
responsive to community needs and fostering greater direct participation
and permitting access to the governmental process by those citizens
whom Congress intended as benefactors of these programs. The Committee
shall function in an advisory capacity only.
The Committee shall be comprised of seven members who shall
be appointed by the Mayor, subject to confirmation by the Municipal
Council, and who shall serve without compensation. The original membership
of the Committee shall be as follows:
A. A minimum of four members of low or moderate income according to
U.S. Department of Housing and Urban Development income guidelines
utilized by the Department of Economic and Community Development for
community development block grant eligibility.
B. Three members from the community at large.
The duties of the Committee shall be as follows:
A. Advise the Department of Economic and Community Development on community
needs as they evolve over time;
B. Review proposals and programs from community groups, agencies and
organizations for possible inclusion in Massachusetts Small Cities
or entitlement community development block grant applications;
C. Assess the Department's performance in meeting the stated goals of
the Massachusetts Small Cities or entitlement community development
block grant application; and
D. Assess the Department's responsiveness to community needs.
