A. 
No vehicle or combination of vehicles shall move or be operated on any street, highway or alley in the City having a greater weight than that prescribed in Section 304.180, RSMo.
B. 
No vehicle or combination of vehicles shall move or be operated on any street, highway or alley in the City which is of a width, height or length which is in violation of Section 304.170, RSMo.
C. 
The Chief of Police, who for the purpose of this Section shall be deemed the officer in charge of the maintenance of the streets of this City, may issue a special permit for any vehicle exceeding the width, length, height or weight herein specified, when in his/her opinion the public safety or public interest so justifies, and such permit shall be limited as to duration, not exceeding the expiration of the registration of such vehicle, and may designate the street or streets upon which said permit may be valid, and make such additional requirements as he/she deems to be necessary for the public welfare and safety and the fee for the issuance of each permit shall be ten dollars ($10.00).

Whenever by reason of thawing of frost, or rains, or due to new construction, the streets are in a soft condition, the Chief of Police may reduce the maximum allowable weight on such streets and roads and shall post notices at convenient and public places along the road or roads. No person shall move or operate any vehicle weighing in excess of the limits prescribed upon streets so posted.

For the purpose of this Article, the following definitions apply:
TRACTOR AND TRUCK-TRACTOR
A self-propelled motor vehicle designed for drawing other vehicles, but not for the carriage of any load when operating independently. When attached to a semi-trailer, it supports a part of the weight thereof.
TRAILER
Any vehicle without motive power designed for carrying property or passengers on its own structure and for being drawn by a self-propelled vehicle, except those running exclusively on tracks, including a semitrailer or vehicle of the trailer type so designed and used in conjunction with a self-propelled vehicle that a considerable part of its own weight rests upon and is carried by the towing vehicle. The term "trailer" shall not include cotton trailers as defined in Subdivision (8) of Section 301.010, RSMo., and shall not include manufactured homes as defined in Section 700.010, RSMo.

Notwithstanding any other provision of this Article, the owner or operator of any business with a valid business license may park his/her own truck or trucks under his/her control on his/her property or on property leased for said business in connection with the operation of that business for a period longer than twenty-four (24) hours.

It shall be unlawful to store or park for a period exceeding twenty-four (24) hours a truck, truck-tractor, or trailer upon any street or parts of streets in an area of the City except that such vehicles may be stored or parked thereon for the purpose of delivering or picking up materials or merchandise and then only by entering such street at the intersection nearest the destination of the vehicle and proceeding thereon no farther than the nearest intersection thereafter. Additionally, no owner or operator of any truck, truck-tractor, or trailer shall store or park his/her truck, truck-tractor, or trailer in any residential area.
