A. For
the support of the general municipal purposes and the payment of the
debts of the City of Truesdale, there shall be levied annually upon
all property, real and personal, within the corporate limits of this
City subject to taxation for State, County or school purposes such
sum as the Board of Aldermen of the City shall by ordinance direct,
not to exceed a rate of one dollar ($1.00) on the one hundred dollar
($100.00) valuation.
B. A tax
shall be levied on all real and personal property and all objects
and subjects of taxation within the City corporate limits made taxable
by the laws of the State of Missouri, and not by general law exempt
from municipal taxation all license taxes authorized by law to be
levied by Cities, towns and villages.
C. The
City shall have the following sources of revenue and income, the collections
of which the Board of Aldermen shall provide by ordinance except as
otherwise limited herein:
1. All fines imposed by the Municipal Court for violations of City ordinances.
2. Proceeds from the sale of property, real and personal, resulting
from delinquent taxes.
3. Proceeds from the sale of water, said proceeds to be set aside in
a separate fund.
4. Proceeds from a sewage system.
D. The
following subjects shall be exempt from taxation:
1. Lands and other properties belonging to the State, City and County.
2. Public structures with their furniture and equipments.
3. All churches, chapels, schoolhouses and other buildings designed
and used for religious worship and education, so long as the same
shall be used for such purposes only.
4. Cemeteries and graveyards set apart for that purpose only.
E. All
taxes or revenue mentioned in this Section shall be due and payable
from the time the tax abstract is turned over to the Collector to
the first (1st) day of January following, after which percents and
penalties will be added thereto, the same as State and County taxes
which shall be collected in addition to said tax and paid.
The City shall recover all its court costs, including attorney
fees, when any collection procedure is taken under this Section.
