A.
Pursuant to the forty-one (41) yes votes and the twenty-five (25) no votes by the citizens of the City of Truesdale on the April 2, 1996, election, commencing with the April, 1998, election the Marshall/Chief of Police of the City of Truesdale shall be appointed rather than elected. The Mayor shall, subject to the approval of the Board of Aldermen, appoint the Chief of Police for the City of Truesdale and said individual shall have all powers as set out by State Statutes and/or City ordinances.
B.
The Chief of Police shall have power at all times to make or order an arrest, with proper process, for any offense against the laws of the City or of the State and to keep the offender in the County Jail or other proper place to prevent his/her escape until a trial can be had before the proper officer, unless such offender shall give a good and sufficient bond for his/her appearance for trial. The Chief of Police shall also have power to make arrests without process, in all cases in which any offenses against the laws of the City or of the State shall be committed in his/her presence.
C.
The Chief of Police in the performance of his/her duty may, if need be, call upon the Sheriff of Warren County and Highway Patrol for assistance in the maintaining of law and order in this City.
D.
The Chief of Police shall have original jurisdiction on all ordinance violations and shall have concurrent jurisdiction with the County Sheriff and Highway Patrol on all State violations.
E.
Jurisdiction.
1.
Upon the request of the Warrenton Police Department, the Warren County Sheriff Department or the Missouri State Highway Patrol, the Chief of Police or his/her Police Officers may leave the City limits of the City of Truesdale to help in an emergency situation, but they are to return to the City limits upon help arriving or the emergency situation being alleviated.
2.
The Chief of Police or his/her designated Police Officers may leave the City limits while pursuing a known felony suspect.
