There shall be in the Department of Administration a Division of Land Use Planning, the head of which shall be a licensed professional planner who shall hold the position of Principal Planner of the Township of Brick. The Principal Planner shall possess a degree from a recognized college or university and shall be a licensed professional planner.

The Principal Planner shall have the following powers and duties:
A.
Those powers and duties of the Administrative Officer, as provided under Chapter 245 of the Code of the Township of Brick and N.J.S.A. 40:55D-3 et seq.
B.
Supervise, assign and direct the work of the Division and its employees, including the Assistant Planner, Zoning Officer, Assistant Zoning Officer, and such staff as may be assigned by the chapter, the Code or the Department of Administration. The Principal Planner shall also supervise and direct the day-to- day activities of the professionals and staff of the Planning Board and the Board of Adjustment.
C.
Coordinate and supervise the employees of the Division and the professionals and staff of the Planning Board and the Board of Adjustment in providing land use and planning services to the Planning Board and the Board of Adjustment.
D.
Coordinate and direct the employees of the Division of Land Use and Planning to review all applications to the Planning Board and the Board of Adjustment and determine which Board has jurisdiction to hear the application.
A.
There may be a Housing Development Analyst. His or her compensation shall be upon the terms provided by the Salary Ordinance of the Township of Brick.
B.
The Housing Development Analyst shall have the appropriate educational and/or employment experience in order to direct, collect, process and analyze necessary data for housing development programs. He or she shall possess a driver's license valid in New Jersey only if the operation of a vehicle rather than an employee's mobility is necessary to perform essential duties of the position.
C.
The Housing Development Analyst shall have the following powers and duties:
(1)
Collect, process and analyze data connected with housing development programs such as land summary information, including description of property assessed value.
(2)
Coordinate statistical information.
(3)
Reconcile development contracting bills with contracts.
(4)
Prepare correspondence dealing with development programs.
(5)
Tabulate development contract bids.
(6)
Monitor construction progress, maintain schedules and reports, inspectors' and architects' reports and ensure payroll conformity.
(7)
Draw up certification of release when a job is completed.
(8)
Establish and maintain essential records and files.
