From and after the effective date of this article, the following regulations shall control the preparation of refuse and garbage proposed to be collected by employees of the Township of Brick:
A.
Garbage. Garbage shall only be placed in the containers provided by the Township for that purpose. Each real property owner within the Township that is presently having their solid waste collected by the Township shall receive one ninety-five-gallon container. Each such owner may purchase from the Township one additional container for garbage collection by the Township. Each container shall be placed for collection just inside the curbline and at the place designated by the Township for collection, which shall be free from obstruction to the collection system operating as designed. In those parts of Brick wherein the automated solid waste collection system is not operational, garbage may be left in watertight plastic or metal containers whose volume does not exceed the total volume in two ninety-five-gallon containers otherwise provided by the Township. All other provisions of this article shall apply also to such properties. The garbage shall be thoroughly and completely drained of all liquids and placed in the containers hereinbefore set forth. Grass, weeds and similar growths, excluding leaves, may be placed in this container so that they may be readily emptied into the municipal collection vehicle. The Township shall collect no more than two containers from any separate parcel of real property.
B.
Vegetation. Tree trimmings, hedge clippings and similar materials, including leaves, except as hereinafter provided, shall be cut to a length not to exceed four feet and securely tied in bundles not more than two feet thick. All grass, leaves, branches or yard rakings shall be placed in suitable containers and shall not be placed loose or in piles in the sidewalks, gutters or streets where the same may be dispersed by wind, forces of nature, passersby or traffic, except during the months of October and November and from April 15 through May 15 of each year. Leaves or other materials specified within this article shall not be burned in any street, alley or highway.
C.
Recycling. Recycling materials shall be placed only in the blue containers provided by the Township for that purpose. All recycling materials shall be put into the blue containers and placed at the curb. Recycling material shall not be tied, bundled or bagged. Public works shall pick up recycling every other week. The Township follows the Ocean County Department of Solid Waste Recycling Guidelines, which include the following items as recyclable:
(1)
Plastic bottles with a neck smaller than the base of the container, such as beverage containers, shampoo/conditioner bottles, laundry/dish detergent containers, milk jugs and salad dressing bottles.
(2)
Cans, including aluminum cans, steel, tin and empty aerosol cans.
(3)
Glass bottles, jars and glass containers of all shapes, sizes and colors. Glass bottles and containers shall be emptied and rinsed, with all caps, lids and pumps removed and put into the trash containers.
(4)
Corrugated cardboard boxes.
(5)
Mixed paper: magazines, catalogs, paperback books, hardcover books with covers removed, junk mail (including envelopes), office paper, computer paper, school papers, newspapers plus inserts, brown paper bags, construction paper, wrapping paper and greeting cards.
D.
Bulk pick-up. Public Works is not responsible for the removal of items due to a change of occupancy (rental, eviction or sale of house). Bulk items left at the curb as a result of a change of occupancy will be considered a "move out" and will be referred to Code Enforcement for issuance of violations notices. For non-move-out situations, the following bulk items may be picked up by Public Works:
(1)
Furniture, including sofas (sofa beds must have metal frame removed), outdoor furniture, household furniture.
(2)
Mattresses.
(3)
Rugs (rolled and tied in four-foot sections).
(4)
Padding (bagged or rolled and tied).
(5)
Swing sets (dismantled and concrete removed).
(6)
Stockade fence (broken down into four-foot sections with nails removed or banged in).
(7)
Play houses.
(8)
Sliding glass doors (metal removed).
(9)
Metal frames from sofa bed.
(10)
Sliding glass door frames.
(11)
Refrigerators (doors and freon removed).
(12)
Lawnmowers (empty of gas and oil).
(13)
Metal sheds (dismantled and bound in small piles).
(14)
Washer & dryer (doors removed).
(15)
Ovens (doors removed).
(16)
Microwaves.
(17)
Air conditioners (freon removed).
E.
Refuse mentioned in Subsections A through D above shall not be mixed with or placed in the same container referred to Subsection A above. Neither shall garbage that is to be placed in the containers referred to in Subsection A be mixed with or placed with any other refuse referred to in Subsections A through D of this section.
F.
No dangerous material, highly volatile or explosive matter, either in liquid, gaseous or solid form, shall be placed or set out for collection either by itself or in connection with any other garbage, trash, waste, rubbish, ashes or other refuse material. No person shall place in any receptacle any garbage, refuse or any material which could be injurious to the employees of the municipality and/or those persons charged with the collection of such material.
G.
No construction materials shall be placed or set out for collection either by itself or in connection with any other garbage, trash, waste, rubbish, ashes or other refuse material.
