A. 
All powers of the City and the determination of all matters of policy shall be vested in the Council, except as otherwise provided by the Charter Law or by general law.
B. 
The Council and its members shall deal with the administrative service solely through the Manager and shall not give orders to any subordinates of the Manager, either publicly or privately.
Power and duties of the Mayor shall be such as are expressly conferred on him by Article V, Section 508, of the Charter Law.[1]

A. 
The Council shall, by ordinance or resolution, designate the time of holding regular meetings, which shall be at least monthly.
B. 
All meetings of Council shall be open to the public, and public notice of such meetings shall be required by the Pennsylvania Sunshine Act which legislates the methods by which public meetings are conducted.[1]

C. 
Council shall determine its own rules of procedure, not inconsistent with ordinances or statute.
D. 
The vote upon every motion, resolution or ordinance shall be taken by roll call and the yeas and nays shall be entered on the minutes.
E. 
Executive sessions may be attended by the Mayor and Council, as well as the City Solicitor, Manager and staff or other individuals if necessary and permitted by law.
