A. 
On the 18th day of April, 1934, the City of Flat River was incorporated as a City of the Fourth Class under the laws of the State of Missouri. On the 27th day of March, 1945, the City's status under the laws of the State of Missouri was changed from that of a Fourth Class City to that of a Third Class City. On November 3, 1992, the citizens of Esther, Elvins, Rivermines and Flat River elected to consolidate pursuant to Section 72.150, RSMo. Flat River being the only Third Class City that consolidated, the City Council and Mayor hereby elect to adopt Flat River's incorporation including all tax identification numbers.
B. 
Effective January 1, 1994, the name shall be changed from Flat River to that of Park Hills on all incorporation papers of Flat River.

The Seal of the City shall be a circle within a circle. The diametrical measurement of the outer circle shall be one and three-fourths (1 3/4) inches, with the words "City of Park Hills, State of Missouri" appearing in circular form and between the inner and outer circle and with an image depicting the natural setting and the urban character of the City of Park Hills across the face and center of the inner circle, diametrically measured one and one-fourth (1 1/4) inches and the same is hereby declared to be adopted as the Seal of the City of Park Hills, Missouri.

The City Clerk shall be the keeper of the City Seal of the City, and any impression of said Seal to any contract or other writing shall have no validity or binding obligation upon the City unless such impression be accompanied by the attestation and signature of the City Clerk, and then only in cases authorized by law or ordinances of this City.
