As used in this chapter, the following terms shall have the
meanings indicated:
The Board of Supervisors hereby creates the office of Township
Manager for the Township.
The Township Manager shall be appointed by a majority vote of
the Board of Supervisors.
The Township Manager shall be employed by Township for an indefinite
term.
The Township Manager, if appointed, shall serve at the pleasure
of the Board of Supervisors and may be removed at any time by a majority
vote of the Board of Supervisors.
The compensation for the Township Manager shall be set by resolution
and shall be paid out of the general fund of Township. The compensation
for the Township Manager may be changed (increased or decreased) from
time to time by resolution adopted by the majority of the Board of
Supervisors.
The powers and duties of the Township Manager are as follows:
A. The Township Manager shall be the administrator of Township and is
responsible for carrying out the policies and directives of the Board
of Supervisors.
B. The Township Manager shall have the power to perform any nonlegislative
function the Board of Supervisors may delegate to the Township Manager.
C. The Township Manager shall be responsible for the general administration
of Township and the day-to-day operation of Township including, but
not limited to, correspondence, reports, recordkeeping, and bookkeeping
and shall have authority to delegate responsibility of assigned functions
to the Township staff.
D. The Township Manager shall direct all office staff employed by Township.
E. The Township Manager, in conjunction with the Roadmaster, shall oversee
the general supervision of matters relating to roads, streets, highways,
alleys, etc. located in Township including, but not limited to, maintenance
and repair and snow removal.
F. The Township Manager shall be responsible for overseeing the maintenance,
repair, and use of Township office building and facilities and shall
oversee other Township buildings and facilities including, but not
limited to, highway maintenance facilities and all recreational facilities
owned by Township.
G. The Township Manager shall be responsible for the general supervision
of the activities of any Code Enforcement Officer employed by Township
as well as cooperating with and assisting the appointed Zoning Officer
with the enforcement of Township ordinances including, but not limited
to, zoning and subdivision, if adopted, and municipal waste ordinances,
related ordinances, or codes.
H. The Township Manager, in addition to the applicable Code Enforcement
Officer or Zoning Officer, shall be empowered to report and enforce
any violation of any code or ordinance.
I. The Township Manager shall be authorized to contact the solicitor,
accountant, or engineer for professional services or opinions that
are needed.
J. The Township Manager may join any association related to the office
of Township Manager and such dues and expenses for membership or participation
therein shall be paid by Township.
K. The Township Manager shall be responsible for and perform any other
functions that may be, from time to time, be assigned by the Board
of Supervisors to the Township Manager.
L. The Township Manager shall develop and administer Township personnel
policies, procedures, and programs.
M. The Township Manager shall originate and maintain contacts with federal,
state, county agencies and other organizations with whom the Township
conducts business.
N. The Township Manager shall prepare specifications and bid proposals
for all Township projects required to be performed by contract.
O. The Township Manager shall supervise the performance and faithful
execution of all contracts let by Township.
P. The Township Manager shall serve as purchasing officer of Township.
Q. The Township Manager shall prepare the agenda and provide all necessary
information for all meetings of the Board of Supervisors and all commissions
and committees of Township and shall have the authority to delegate
this function to the appropriate Township personnel.
R. The Township Manager shall review applications of prospective Township
employees, interview and hire, with approval of the Board of Supervisors.
S. The Township Manager shall prepare and submit to the Board of Supervisors
an annual budget, including the capital improvement program.
T. The Township Manager shall develop and implement administrative and
operating procedures to meet Township needs and carry out approved
policies.
U. The Township Manager shall post a bond with a corporate surety in
an amount approved by the Board of Supervisors. The fee for the bond
shall be paid by Township.
V. The Township Manager shall handle all press releases and shall be
responsible for all public information releases with the media.
