There is hereby established a department of public health and sanitation.

The head of the department of public health and sanitation shall be the director of public health and sanitation, who shall be appointed by the mayor. He shall be a licensed practitioner of medicine who has had special training and experience in public health administration.

The director of public health and sanitation shall have charge of the administration of public health and sanitation in the city, and to that end he shall have the authority and be required to:
(1) 
See that state laws and the provisions of this Code and other city ordinances relating to public health and sanitation are observed and enforced.
(2) 
Establish and maintain such activities and clinics as are needed to promote the public health of the city, including but not limited to:
a. 
Control of rodents and mosquitoes.
b. 
Control of milk and food sanitation.
(3) 
Perform such other duties with reference to public health and sanitation as may be prescribed by the mayor or by this Code and other city ordinances.

The mayor, with the approval of the board of aldermen, may appoint such assistants to the director of public health and sanitation as may be deemed necessary.

The mayor may appoint or deputize the county health commissioner as an assistant director of public health and sanitation and may, with the city clerk, for and in behalf of the city, contract with the county for certain public health services.

Editor's Note: The board of aldermen, in section 1 of Ord. No. 554, approved a contract with the county whereby the county is to provide certain public health services for the city. Such agreement may be found on file in the office of the city clerk.
