It is the purpose of this district to permit industrial development
and related uses with an emphasis on manufacturing, warehousing, distributing
facilities, and office uses.

The following uses are permitted uses in the Heavy Industrial
District:
A. Any manufacturing use, except those specifically prohibited hereinafter
and which are not noxious, offensive, hazardous, detrimental to the
comfortable enjoyment of life or injurious to human, plant or animal
life and property or to the health, safety and general welfare of
the community.
B. All uses permitted in the Office District.
C. Warehousing and distribution facilities.

The following uses are specifically prohibited from the Heavy
Industrial District:
A. Manufacture or storage of explosives, ammunition, fireworks, matches
or pyroxlin plastics.
B. Manufacture or storage of calcium carbide, acetylene gas, ammonium
chlorine, picric, carbolic, hydrochloric or similar acid or similar
chemical manufacture or storage.
C. Manufacture or storage of fertilizer or potash.
D. Manufacture or storage or animal black, bone black or lamp black.
E. Manufacture or storage of disinfectants, insecticides or poison.
F. Manufacture or storage of glue, size or gelatin.
G. Manufacturing, refining or storage of dye or soap.
H. Manufacture of concrete or cement products or operation of a concrete
batch plant.
I. Manufacture, storage, cleaning, curing or tanning of hides and skins.
J. Rendering, refining or storage of grease, lard, fat or tallow.
K. Storage of any compressed, liquefied or cryogenic gases not otherwise
prohibited, for other than on-site consumption.
L. Manufacture of rubber products.
N. Incineration of trash or garbage.
O. Stockyards and slaughtering of animals.
P. Reduction, incineration, storage or dumping of slaughterhouse refuse,
fats, garbage, dead animals or offal.
Q. Bone products manufacture.
R. Manufacture of metal products by smelting.
T. Junkyards and other similar outside waste storage or disposal area.
U. Motor vehicle dismantling or similar salvage operation or the storage
of wrecked, disabled or dismantled motor vehicles, used parts thereof
or other similar items or material.
V. Use of coke ovens, steel furnaces, blast furnaces, bloom furnaces
or roller mills.
W. All uses which are classified as high-hazard use groups as defined
by the New Jersey Uniform Construction Code which have not been specifically
excluded.
X. Processing or storage of cocoa beans or similar items or products.
Y. The bulk storage of rubber tires.
Z. Cannabis establishment.

The following regulations shall apply in the Heavy Industrial
District:
A. Lot size: 40,000 square feet minimum.
B. Lot width: 200 feet minimum.
C. Front yards shall be not less than 40 feet.
D. Side yard. Side yards shall be 20 feet except as follows:
(1) No building shall be closer than 40 feet to any residential building.
(2) In all areas where residential property adjoins industrial property,
the industrial property shall have a thirty-foot side yard requirement
with regard to that area wherein the residential and industrial property
join.
E. Rear yard. There shall be a rear yard of at least 30 feet.
F. Occupied area. The maximum area, including accessory buildings, shall
not exceed 80% of the lot area.
G. Height regulations. The maximum height of buildings shall not exceed
four stories or 50 feet.
H. Trash enclosures. All trash enclosures or similar structures shall
be set back five feet from all rear and side yard lines. No trash
enclosure or similar structure will be permitted in any front yard
area.
Those portions of all front, rear and side yards that are not
used for off-street parking shall be attractively planted with trees,
shrubs, plants and grass lawns. A twenty-foot-wide landscape area
of shrubs and trees together with a screen fence shall be provided
along with the property adjacent to residential properties so that
the paved lot and buildings are screened from the adjacent residential
properties.
Each unit shall provide adequate sewerage, drainage and water
facilities to service said unit as approved by the Borough Engineer.
Any permitted heavy industrial use shall:
A. Dispose of its liquid wastes and effluents into an approved existing
sewage treatment plant in accordance with that plant's regulations
or shall treat its own liquid wastes and effluents in a treatment
plant or process which is in compliance with the state statutes and
with the requirements of the State Department of Environmental Protection.
B. Comply with the state statutes and requirements of the State Department
of Labor and Workforce Development with regard to the health of the
workers, proper precautions against fire hazards, proper handling
and storage of materials and structural design.
C. Design and plan its buildings, facilities, operations and processes
so that noises and glares operated by the use will not violate the
conditions which permit the use.
