A. No person shall be appointed to serve on a committee, commission
or board if at the time of such appointment such person is in arrears
with respect to the payment to the Village of any taxes, utility charges,
or fines.
B. If any person serving on a committee, commission, or advisory board
becomes more than forty-five (45) days in arrears with respect to
the payment to the Village of any taxes, utility charges, or fines,
the Village Clerk shall send a notice to that person indicating the
amount due and that on the sixtieth (60) day of being in arrears,
that person shall be automatically removed from any committee, commission
or advisory board on which that person serves, unless the person has
filed a lawsuit to challenge the validity of the Village's charges
for which the person is alleged to be in arrears.
C. The qualifications stated above shall be in addition to the criteria
for eligibility for public service contained in the Missouri Constitution
(including applicable provisions pertaining to nepotism) and Chapter
104 of the Revised Statutes of Missouri, and any other statute.
