A. 
The purpose of this chapter is to preserve and enhance the appearance of the village by encouraging signs which are distinctive, safe, graphically flexible and which clearly present the visual message in a manner that protects property values, creates an attractive economic and business climate and is appropriate for different areas of the village.
B. 
The following regulations concerning permitted signs shall apply to all uses, whether permitted by right or by special permit.
A. 
The area of an attached sign shall be determined by the smallest rectangle that encompasses all the letters and/or symbols that make up the sign, together with the area of any background.
B. 
The area of a detached sign shall be determined by the smallest rectangle that encompasses all the letters and/or symbols that make up the sign, together with the area of any background.
C. 
The area of a double-faced sign shall be determined by totaling the area of each sign face.
A. 
No sign permitted in this chapter shall be erected, installed or modified prior to the issuance of a permit, except as noted.
B. 
In no case shall a sign be so located as to constitute a hazard to motor vehicle, bicycle or pedestrian traffic.
C. 
In no case shall a sign be located as to detract from or obstruct public view of a building located within the historic overzone.
D. 
No flashing or moving signs, except time and temperature information, shall be permitted.
E. 
No roof signs shall be permitted.
F. 
No sign shall project beyond any property line.
G. 
Temporary or permanent signs resting on or attached to vehicles or trailers shall not be used as a means to circumvent the provisions of this chapter.
H. 
Illuminated signs shall be located or designed in such a manner that no glare shall extend beyond the property line or disturb the vision or constitute a hazard to a passing motorist, bicyclist or pedestrian.
I. 
The outlining by direct illumination of all or part of a building or an accessory structure is prohibited.
J. 
All signs shall be maintained in a safe and legible condition.
K. 
Illuminated signs shall be lighted only during the hours of operation of the use they represent or until 11:00 p.m., whichever is later.
L. 
No more than two exterior signs per use shall be permitted unless otherwise authorized herein. The total square footage of such signs shall not exceed the maximum total area of signage permitted for such use.
M. 
Billboards are prohibited.
N. 
All signs shall conform to applicable federal, state and local codes.
O. 
All detached signs shall be a minimum of 10 feet from all property lines.
P. 
No signs shall be attached to a tree, utility pole, traffic sign post or other similar features.
For the purpose of this chapter the following may be erected or installed and maintained without a permit or fee, provided that they comply with the general provisions of § 110-36.
A. 
Attached signs, identifying the resident and/or their address mounted on the building or mail box, not exceeding two square feet in area. Signs shall be nonilluminated and contain no other information.
B. 
Detached signs identifying the resident and/or their address, not exceeding three square feet in area. Signs shall be nonilluminated and contain no other information.
C. 
On-premises directional signs for the convenience of the general public, identifying public parking areas, fire zones, handicapped spaces and similar signs. Signs shall be nonilluminated and not exceed three square feet in area and six feet in height. Such signs shall not include business or personal names, logos or other similar information.
D. 
Historic markers, plaques, tablets, etc., containing the names of buildings, dates of erection and other historical data when installed by governmental agencies or nonprofit organizations not to exceed six square feet in area.
E. 
Christmas and other holiday or seasonal decorations, including lighting, that do not remain in place for more than 60 days.
F. 
Nonilluminated real estate "for sale," "for rent" and "for lease" signs concerning the premises upon which the sign is located. No more than one sign not to exceed 12 square feet in area. All signs shall be removed within three days after the sale, rental or lease of the premises.
G. 
Nonilluminated signs listing the architect, engineer, contractor, financing institution and/or owner on the premises where construction, renovation or repair is being performed. No more than one sign, not exceeding 12 square feet in area, shall be permitted. All signs shall be removed within three days after the completion of the work.
H. 
Nonilluminated temporary private-owned merchandise sale signs for garage sales, auctions, etc., not exceeding four square feet in area. All signs shall be removed within three days after the event has ended.
I. 
Nonilluminated temporary educational, charitable, civic, religious and political signs not exceeding four square feet in area. No sign shall be installed more than 21 days before the event or election and shall be removed within five days after the event or election. All such signs shall contain the name and address of the person responsible for removal.
J. 
Window signs where the area of the signs does not exceed 25% of the total area of the glass or other window material.
K. 
Sandwich board signs when there is no more than one sign with an overall dimension not exceeding two feet wide by three feet high, it is located on the sidewalk in front of the premises, it does not impede or interfere with pedestrian movement and it is displayed only when the advertised premises is open to the public.
L. 
Banners, windsocks, mobiles, flags or similar devices when there is no more than one per address, it does not project beyond the property lines, it is not illuminated and it does not advertise directly or indirectly a use conducted or goods, products, services or facilities available either on that property or any other.
A. 
Only one sign per home occupation shall be permitted.
B. 
The sign may bear only the name, address, telephone number and the name of the business/profession/occupation of the resident.
C. 
The sign shall not exceed three square feet in area, if single-faced and attached, or five square feet in area, if detached and double-faced.
D. 
The maximum height of a detached sign above the natural ground level shall not exceed six feet.
A. 
The maximum total area of signage shall not exceed 30 square feet.
B. 
The maximum height of a detached sign above the natural ground shall not exceed 12 feet with at least three feet of clear space exclusive of necessary supports between the sign and the ground.
