There is hereby created the office of Police Chief of the City of Laurie.

The Police Chief shall be an appointed officer of the City as provided in Section 115.020 of this Code, and before entering upon the duties of his/her office shall take the oath prescribed by the Constitution of this State and that he/she will faithfully demean himself/herself in such office. The Police Chief shall be appointed upon basis of his/her technical knowledge, experience and administrative ability.

Such Police Chief so appointed shall serve in such office at the pleasure of the Mayor and Board of Aldermen, and may be removed as such in accordance with Section 115.030(B), at a regular or special meeting.

A. 
The Police Chief shall be immediately accountable and responsible to the Mayor and Board of Aldermen for the effective performance of his/her office and the administration of the Police Department. He/she shall supervise the personnel and assign, detail or transfer any member or change that member's duties, whenever he/she deems such action to be in the best interest of efficiency, discipline or morale of the department.
B. 
The Police Chief shall execute all duties and responsibilities pertaining to the department as may be specified in the Code of Ordinances which shall include, but not be limited to, the following:
1. 
The preservation and protection of the person and property of all citizens;
2. 
The maintenance of peace and order, the prevention and detection of crime, enforcement of the municipal ordinances of the City of Laurie and the laws of the State of Missouri and all Federal Statutes;
3. 
Cooperation with County and State officers for the preservation of peace and order, prevention and detection of crime;
4. 
Coordination and implementation of traffic and parking; and
5. 
Other responsibilities as may be assigned by the Mayor and Board of Aldermen.

The Police Chief shall be the legal custodian of all equipment and other apparatus, materials and supplies for the Police Department and it shall be his/her duty to keep all the same in good order, condition and repair and at all times ready for use. The Police Chief shall have the charge of training, indoctrination and discipline of the members of the Police Department to the extent otherwise provided in the Code of Ordinances.

There is hereby created a Police Department for the execution of orders and process arising under the ordinances of the City, preservation and protection of the person and property of all citizens, the maintenance of peace and order, prevention and detection of crime and other responsibilities as may be assigned by the Mayor and Board of Aldermen.

The Police Department shall consist of such Police Officers, detectives and patrolmen as may be determined by the Mayor and Board of Aldermen as set forth in the City's annual budget or by Mayor and Board of Aldermen action at any regular or special meeting.

All Police Officers, regular and reserve, upon being first duly sworn and commissioned, shall be Peace Officers and as such conservators of the peace shall have the power to restrain and detain citizens; to issue warnings and citations; to effect arrest as authorized under the Constitution and law of the United States, the State of Missouri, the ordinances of the City; to execute lawful warrants and criminal processes directed to officers of the City; and to aid County and State law enforcement agencies outside the City limits in situations of emergency.

A. 
To establish a set policy for reserve Police Officers commissions.
B. 
The Chief of Police will screen and interview reserve Police Officers and make hiring recommendation to the Board of Aldermen for approval.
C. 
The reserve officers shall work a minimum of eight (8) hours per month at the Laurie Police Department. The reserves may work eight (8) hours at any time during a given month. The Chief of Police may need to schedule the reserves for certain days.
D. 
Reserve officers will be paid for time that the Chief of Police places them on the schedule. If a reserve is not placed on the schedule by the Chief of Police, they must work an eight (8) hour shift unpaid to maintain their commission with the City of Laurie's Police Department.
E. 
The City of Laurie's Chief of Police will have the authority to remove reserve officers without the Board of Aldermen approval.

Salary and benefits of regular and reserve Police Officers shall be as established by the approved annual budget of the City of Laurie.

A. 
The City hereby adopts a program of mandatory standards for the selection and training of Police Officers for the City and elects to come under and to operate under the provisions of Chapter 590, RSMo., as amended.
B. 
Persons licensed and commissioned as Law Enforcement Officers within the City before July 1, 2002, may retain licensure with one hundred twenty (120) hours of basic training.

The Mayor and Board of Aldermen of the City may by ordinance enter into a contract or agreement with any other political subdivision for the provision of Police services by one political subdivision to another on request as provided for in Section 70.815, RSMo. The terms "Chief of Police", "Police", "Police Officer" and "Police Department", as used herein, shall refer to Law Enforcement Officers of the contracting entity.

A. 
Any Peace Officer of the City of Laurie, who has completed the basic Police training program as promulgated by Chapter 590, RSMo., except Subsection (2) of Section 590.040.1, RSMo., shall have the authority to respond to an emergency situation outside the City limits of Laurie, subject to the following conditions.
1. 
The authority granted herein to any officer shall be conditioned upon there having been authority authorized by ordinance by order of the County Commission of the jurisdiction wherein any emergency situation, as hereinafter defined, occurs to which said officer desires to respond.
2. 
Any officer acting hereunder shall respond only to "emergency situations".
B. 
As used in this Section, "emergency situation" means any situation in which the Peace Officer has a reasonable belief that a crime is about to be committed, is being committed, or has been committed involving injury or threat of injury to any person, property, or governmental interest and his/her response is reasonable necessary to prevent or end such emergency situation or mitigate the likelihood of injury involved in such emergency situation. The determination of the existence of any emergency situation shall be in the discretion of the officer making the response or in the discretion of a Peace Officer or governmental officer of the political subdivision in which the emergency situation is alleged to be occurring.

The police officers of the City of Laurie will wear and activate personal video recording devices, also known as police body cameras in the execution of their duties whenever feasible. The Chief of Police will determine policies regarding training, general procedures, media control and management, and protection of said cameras.
