No person shall turn the water on or off at any street valve,
corporation stop, curb stop or other street connection or disconnect
or remove any meter without the consent of the City.

No employee or agent of the City shall have the right or authority
to bind it by any promise, agreement or representation contrary to
the letter of intent of these rules and regulations or the laws of
the State of Missouri.

Any complaint against the service or employees of the City should
be made at the office of the City in writing.

The service pipes, meters and fixtures on the water customer's
property shall at all reasonable hours be accessible to the City for
observation or inspection.

A. In
the event the total water supply is insufficient to meet all of the
needs of the water customers or in the event there is a shortage of
water, the City may:
1. Prorate the water available among the various customers on such basis
as is deemed equitable by the City.
2. Prescribe a schedule of hours covering the use of water for purposes
specified and require adherence thereto or prohibit the use of water
for certain specified purposes if at any time the total water supply
shall be insufficient to meet all of the needs of all of the water
customers for domestic, livestock, garden and other purposes and the
City must first satisfy all the needs of all water customers for domestic
and livestock purposes before supplying water for other purposes.
3. Curtail or stop lawn watering from the public watering system. Customers
who have a private well may utilize such well systems for lawn watering
as long as the private water system is physically separated from the
public water system. If the City imposes such a restriction, customers
watering lawns from a private water system must post a sign in their
front lawn clearly visible from the street indicating in large letters:
"PRIVATE WATER SYSTEM".

Whenever any part of this Article shall be repealed or modified,
either expressly or by implication, by a subsequent ordinance, that
part of the ordinance thus repealed or modified shall continue in
force until the subsequent ordinance repealing or modifying the ordinance
shall go into effect unless therein otherwise expressly provided;
but no suit, prosecution, proceeding, right, fine or penalty instituted,
created, given, secured or accrued under this Article previous to
its repeal shall not be affected, released or discharged but may be
prosecuted, enjoined and recovered as fully as if this Article or
provisions had continued in force, unless it shall be therein otherwise
expressly provided.

The provisions of this Article are severable and if any provision,
sentence, clause, Section or part thereof is held illegal, invalid
or unconstitutional or inapplicable, it shall not affect or impair
any of remaining provisions, sentences, clauses, Sections or parts
of the Chapter or their application to other persons or circumstances.

These rules and regulations may be amended at any regular meeting
of the City or at any special meeting thereof called for such purpose.
