No person shall operate a vehicle within the Congested District (see Sch. IV) at a rate of speed in excess of twenty (20) miles per hour or outside the Congested District but within the corporate limits of Bowling Green at a rate of speed exceeding twenty-five (25) miles per hour except as hereinafter otherwise provided:
