A.
It shall be unlawful for a person to own, keep, harbor or maintain any dog or cat, or ferret or potbellied pig within the City limits unless such dog or cat is licensed as provided in this Division. Failure to license dog or cat will result in a fine of fifty dollars ($50.00) payable to the Supervisor of Animal Control or a designated agent. Dogs and cats that are intended to be sold, given away or turned over to a humane agency before they reach the age of six (6) months are exempt from the provisions hereof.
B.
The licensing provisions of this Division shall not apply to non-residents of the City unless they keep a dog or cat within the City for more than thirty (30) days.
