Any ROW user found to be excavating or working without providing for required safety and traffic control will be directed to stop excavation or work until the appropriate measures are implemented in accordance with the current edition of the Manual on Uniform Traffic Control Devices.

The ROW user shall notify the City no less than ten (10) working days in advance of any excavation or work which would require any street closure or five (5) working days in advance of any excavation or work which reduces traffic flow to less than two (2) lanes of moving traffic for more than four (4) hours. Any other person doing excavation or work that will disrupt vehicular or pedestrian traffic shall notify the City no less than one (1) day in advance of any excavation or work. Except in the event of an emergency as reasonably determined by the ROW user, no such closure shall take place without notice and prior authorization from the City.

All excavation or work performed in the right-of-way or which in any way impacts vehicular or pedestrian traffic shall be properly signed, barricaded and otherwise protected at the ROW user's expense. Such signage shall be in conformance with the latest edition of the Manual on Uniform Traffic Control Devices.

All safety and traffic control measures must be implemented according to any approved traffic control plan required by the right-of-way permit.
