As used in this article, the following terms shall have the meanings indicated:
GARBAGE
Discarded materials resulting from the handling, processing, storage and consumption of food.
INSTITUTIONAL
Refers to all buildings or structures containing more than four family or housekeeping units, schools, commercial establishments, industry or other institutions.
REFUSE
Combustible and noncombustible rubbish, including but not limited to wood, nonrecyclable plastics and cloth. "Refuse" does not include all recyclable items identified in Article I, Recycling, of this chapter; motor vehicle bodies and engines; large machinery or equipment; animal carcasses or bodies; and lumber, concrete or other debris resulting from construction due to remodeling or maintenance, or demolition of structures.
RESIDENTIAL
Refers to a building or portion thereof used exclusively as a residence or sleeping place.
A. 
Approved containers for garbage and refuse storage.
(1) 
Plastic carts. Each residential premises shall be provided by the City of Watertown with one authorized plastic container for garbage and refuse disposal. All plastic bags containing garbage or refuse shall be placed for collection within an approved City-issued plastic container with a securely tied top closure.
B. 
Disposal of materials.
(1) 
Garbage shall be drained and wrapped in paper or plastic prior to placement in approved container listed in Subsection A(1).
(2) 
No ashes or other burnt material shall be placed out for collection in a hot condition which could cause a fire. All ashes and other burnt material shall be placed in plastic bags, as set forth in Subsection A(1), to ensure that the material has cooled off.
(3) 
Brush acceptable for curbside pickup shall be a maximum of three feet in length and shall not exceed six inches in diameter. Brush is to be piled in an easily accessible location at or near the curbside. Brush shall be piled with the cut ends facing one direction. Branches shall be limbed to a maximum width of four feet. All roots are to be removed, and no yard waste or other debris shall be placed in the brush pile.[1]

C. 
Manner of collection.
(1) 
The collection and removal of garbage and refuse in residential districts of the City shall be made once weekly.
(2) 
The resident shall place garbage and refuse containers a the edge of the street or alley abutting his or her property no sooner than 12:00 noon on the day before collection and no later than 6:00 a.m. on the day which collection will be made. Empty containers shall be removed before 8:00 p.m. on the day of collection. If an individual is physically unable to place garbage and refuse containers at the edge of the street or alley, said containers will be picked up near the residence. Certification of the disability shall be made by the Health Officer.
(3) 
The collection, removal and disposal of all garbage shall be conducted under the supervision, direction and control of the Street Superintendent or designee with assistance from the Health Officer as needed.
D. 
Items not collected. Sofa sleepers, mattresses, box springs, and roll-away beds shall not be collected by the City unless the steel or metal frames have been previously removed. The following items will not be collected: televisions, computer monitors, printers, CPUs, laptops, video displays, keyboards, mouse, external hand devices, fax machines, DVD players, VCRs, oil filters and microwaves, toasters, toaster ovens, pizza ovens, space heaters, electric fans, blenders, food processors, electric mixers, pots and pans, sump pumps, hair dryers, corded or uncorded household electronics and appliances, garbage disposals, water pipes and faucets, carpeting, carpet padding and carpet matting, oil filters and used oil. Residents are required to take the above items to the Recycling Center for proper disposal, except that all carpeting, carpet padding and carpet matting shall be taken by residents to Y's Way Flooring. Construction debris will be collected by the City only if it is placed in City-approved containers. The size of any construction debris shall be so reduced that the cover of the container shall be closed at the time of pickup.[2]

A. 
Manner of collections.
(1) 
The collection and removal of garbage and refuse in institutional districts of the City shall be made by private contractors under this section.
(2) 
The collection, removal and disposal of all garbage and refuse under this section shall be conducted under the supervision, direction and control of the Street Department. No private contractor shall be permitted to pick up and deposit in a licensed landfill any item identified as a recyclable item in Article I, Recycling, of this chapter.
B. 
Vehicles for collecting garbage and refuse. Any person engaged in the business of collecting garbage and refuse in the City shall use rear-loading, side-loading, or self-loading, completely enclosed vehicles.
C. 
Dumping garbage and refuse. All garbage and refuse is to be taken to a landfill licensed by the Wisconsin Department of Natural Resources.
