[HISTORY: Adopted by the Common Council of the City of Watertown as Ch. 6 of the former City Code; amended 8-16-1987 by Ord. No. 87-31. Subsequent amendments noted where applicable.]
Pursuant to Ch. 166, Wis. Stats., the City of Watertown hereby appoints the Fire Chief as Emergency Management Director to develop an emergency management program consistent with the state plan of emergency management, as expressed in Ch. 323, Wis. Stats., and any subsequent amendments thereto.

In preparing and executing the emergency management program, the services, equipment, supplies and facilities of the existing departments and agencies of the City of Watertown shall be utilized to the maximum extent practicable, and the officers and personnel of all such departments and agencies are directed to cooperate with the Emergency Management Director and to provide such services and facilities as are needed.
All municipal officers and department heads shall designate persons as emergency interim successors to their respective offices as provided by § 323.54, Wis. Stats. If a municipal officer or department head is absent or unable to exercise the powers and perform the duties of his office because of an emergency, such successor shall have all the powers and perform all the duties of the officer or department head.
In consideration of the joint action provision of the Jefferson County Emergency Management Ordinance, Section 7, the City of Watertown hereby enters into a joint action agreement with Jefferson County to provide for utilization of existing services of said municipality in conjunction with efforts by the Office of Emergency Management of Jefferson County.
