A. The
County of Cass hereby appoints the initial seven (7) members to the
Northeast Cass County Enhanced Enterprise Zone Board of Directors
in the following manner:

* (1) Board member representing School District(s) — 5
years
|
|
* (1) Board member representing other taxing Districts —
5 years
|
|
* (2) Board members appointed by chief elected official —
4 years
|
|
* (2) Board members appointed by chief elected official —
3 years
|
|
* (1) Board member appointed by chief elected official —
2 years
|
|
After the initial appointments members shall serve terms of
five (5) years, except all vacancies shall be filled for unexpired
terms in the same manner as with the original appointment.

B. The
Board of Directors will meet as needed, however, not less than once
per year, to review all completed Enhanced Enterprise Zone applications
for approvals.
C. Each
member of the Board will serve without compensation and, upon establishment,
elect a Chairperson.
D. The
Board's responsibilities include advising the County Officials on
the designation of the Northeast Cass County Enhanced Enterprise Zone
and any other advisory duties as determined by the County Officials;
review and assess applications within the Northeast Cass County Enhanced
Enterprise Zone; and submit an annual report to the Missouri Department
of Economic Development regarding the status of the zone and business
activity therein.
E. The
Economic Development Director of Cass County shall be designated Administrator
of the Northeast Cass County Enhanced Enterprise Zone.

A. The
County of Cass supports and endorses an application for the Northeast
Cass County Enhanced Enterprise Zone, as outlined in the map which
is on file in the County offices as Exhibit A.
B. Eligible
facilities include those companies which operate in Missouri under
the following North American Industrial Classification Codes (NAICS),
2007 United States Hierarchical Structure. The primary clusters include:

by Statute from receiving the State tax credits.

C. The
Northeast Cass County Enhanced Enterprise Zone is a discretionary
program and eligible facilities which meet the criteria of the program
and are offered the property tax abatement incentive will receive
a minimum of fifty-percent (50%) abatement of property taxes for improvements
made to real property for a period of ten (10) years from assessment
of improvements.
D. The
County Commission supports and endorses the recommendation of the
Enhanced Enterprise Zone Board of Directors regarding the Benefit
Level Options as noted on Exhibit B, which is on file in the County
offices, where additional property tax abatement may be available
to eligible facilities.
E. Eligible
companies are required to file an application requesting abatement
with the designated Administrator of the Northeast Cass County Enhanced
Enterprise Zone and with the Cass County Assessor prior to the end
of the tax year in which the improvement was made in order to receive
the abatement benefit.
F. The
Director of Cass County Economic Development shall be designated Administrator
of the Enhanced Enterprise Zone.
G. The
Enhanced Enterprise Zone Board Chair be, and hereby is, authorized
to execute the required application documents.
