A. 
Placement of traffic control device should be within the road user's view so that maximum visual acuity is provided. To aid in conveying the proper meaning, the traffic control device should be appropriately positioned with respect to the location, object or situation to which it applies. The location and legibility of the traffic control device should be such that a road user has adequate time to make the proper response in both day and night conditions.
B. 
Traffic control devices should be placed and operated in a uniform and consistent manner.

A. 
According to the Manual on Uniform Traffic Control Devices (MUTCD), stop sign minimum size for low volume roads shall be thirty (30) inches by thirty (30) inches and octagon in shape. The stop sign shall be highly visible and legible by day or night.
B. 
The stop sign shall be constructed as defined in the Manual on Uniform Traffic Control Devices (MUTCD), Section 5A.03 and Section 2B.04 along with other parts of the manual.
C. 
The minimum stopping sight distance to a stop sign shall be two hundred fifty (250) feet for an operating speed of thirty-five (35) mph.
D. 
The stop sign shall be visible at all times. Any weeds, tree limbs or foliage shall be cleared to provide an unobstructed view by the road user.

A. 
The minimum lateral offset from the roadway edge to the roadside edge of the sign shall be two (2) feet.
B. 
The desirable lateral offset from the roadway edge to the roadside edge of the sign shall be six (6) feet.
C. 
The maximum lateral offset from the roadway edge to the roadside edge of the sign shall be twelve (12) feet.

The longitudinal placement of the sign shall be located at the point where the vehicle is to stop or as near to that point as practical. A stop sign shall not be placed across an intersecting roadway.

The minimum vertical offset from the roadway edge to the bottom of the sign shall be five (5) feet.

A. 
Signs should be vertically mounted at right angles to the direction of and facing the traffic that they are intended to serve.
B. 
Where mirror reflection from the sign face is encountered to such a degree as to reduce legibility, the sign should be turned slightly away from the road. On curved alignments, the angle of placement should be determined by the direction of approaching traffic rather than by the roadway edge at the point where the sign is located.
C. 
On grades, sign faces may be tilted forward or back from the vertical angle.

Stop signs should not be used unless engineering judgment indicates that one (1) or more of the following conditions exist:
1. 
Intersection of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonably safe operation.
2. 
Road entering a through highway or road.
3. 
Unsignalized intersection in a signalized area.
4. 
High speeds, restricted view or crash records indicate a need for control by the stop sign.
5. 
Where a hard-surface roadway intersects a graveled roadway, the gravel road is to be controlled by a stop sign.
B. 
Portable or part-time stop signs shall not be used except for emergency and temporary traffic control zone purpose.
C. 
Stop signs should not be used for speed control.
D. 
Stop signs should be installed in a manner that minimizes the number of vehicles having to stop.
E. 
Once the decision has been made to install two-way stop control, the decision regarding the appropriate street to stop should be based on engineering judgment. In most cases, the street carrying the lowest volume of traffic should be stopped.
F. 
A stop sign should not be installed on the major street unless justified by a traffic engineering study.
G. 
The following are considerations that might influence the decision regarding the appropriate road upon which to install a stop sign where two (2) roads with relatively equal volumes and/or characteristics intersect:
1. 
Stopping the direction that conflicts the most with established pedestrian crossing activity or school walking routes.
2. 
Stopping the direction that has obscured vision, dips or bumps that already require drivers to use lower operating speeds.
3. 
Stopping the direction that has the longest distance of uninterrupted flow approaching the intersection.
4. 
Stopping the direction that has the best sight distance to conflicting traffic.

A. 
Multi-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians, bicyclists and all road users expecting other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal.
B. 
The restrictions on the use of stop signs described above also apply to multi-way stop applications.
C. 
The decision to install multi-way stop control should be based on an engineering study.
D. 
The following criteria should be considered in the engineering study for a multi-way stop sign installation:
1. 
A crash problem, as indicated by five (5) or more reported crashes in a twelve (12) month period that are susceptible to correction by a multi-way stop installation. Such crashes include right- and left-turn collisions as well as right-angle collisions.
2. 
The need to control left-turn conflicts.
3. 
The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes.
4. 
Locations where a road user, after stopping, cannot see conflicting traffic and is not able to safety negotiate the intersection unless conflicting cross traffic is also required to stop.
5. 
An intersection of two (2) residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection.

A stop sign shall be installed at all railroad crossings that do not have a mechanical stop control device.
B. 
The placement shall conform to the above requirements. Stop ahead advance warning signs shall also be installed if the criteria for their installation given below is met.
C. 
The stop sign may be installed on the crossbuck signpost or on a separate post at a point where the vehicle is to stop or as near to that point as practical.

A stop ahead sign shall be used where a stop sign is not visible for a sufficient distance (a minimum distance of one hundred fifty (150) feet for a maximum operating speed of thirty-five (35) mph) to permit the road user to bring the vehicle to a stop at the stop sign.
B. 
The stop ahead sign shall be constructed as defined in the Manual on Uniform Traffic Control Devices (MUTCD).

A. 
The Cass County Road and Bridge Department will have an employee or employees designated Road and Sign Inspector(s).
1. 
Duties of Road and Sign Inspector(s).
a. 
The Road and Sign Inspector(s) will have the duties of inspection of roads and signs in the Cass County highway system. The inspector(s) will both physically and through others carry out a formal system of inspecting the County roads under the jurisdiction of the Cass County Road and Bridge Department and will maintain records regarding such inspections. The inspector(s) will complete and maintain record forms entitled "Inspection System Report of Road and Sign Inspector". The Road and Sign Inspector(s) will have other duties or jobs but will attempt, as far as possible, to give this job the required priority.
b. 
The Road and Sign Inspector(s) shall set up a regular schedule for inspection of the roads under the Cass County Road and Bridge Department jurisdiction on a yearly basis.
c. 
A copy of the route to be traveled on inspection showing the frequency of such travel will be kept on file with the Inspection System Report of Road and Sign Inspector at the County Road and Bridge Department. Since the route traveled and the frequency of such travel requires a determination of policy considering the overall operation of the department, the ultimate decision on these matters shall remain with the Road and Bridge Department and the copy of the route and frequency will be three (3) times on all surface roads.
d. 
The Road and Sign Inspector(s) will not be able to note all possible defects or problems with signs and the roads and still be able to effectively carry out this program; therefore, he shall look specifically for these problems:
(1) 
Missing, damaged or defective stop signs;
(2) 
Missing, damaged or defective stop ahead, "T" intersection or other intersectional marking signs;
(3) 
Missing advance warning signs; and
(4) 
Conditions on the road that the Road and Sign Inspector(s) deems to need attention within twenty-four (24) hours.
e. 
The Road and Sign Inspector(s) should carry on the inspection trips the following:
(1) 
Two (2) stop signs;
(2) 
One (1) yield sign;
(3) 
Two (2) stop ahead signs;
(4) 
Two (2) "T" intersection warning signs;
(5) 
Two (2) sign posts; and
(6) 
Two (2) portable barricades.
f. 
The Road and Sign Inspector(s) shall promptly, upon becoming aware of their absence, replace any missing stop, yield, stop ahead or "T" intersection warning signs. The inspector(s) shall use his reasonable judgment as how to effect these replacements as soon as is possible.
g. 
Missing road name signs will generally be replaced within ten (10) working days from date of notice that sign is missing.
2. 
Suggestion to all department employees.
a. 
All Cass County road and bridge employees are requested to note and inspect Cass County roads on their way to and from work. They are requested to take particular note for the following:
(1) 
Missing stop signs;
(2) 
Missing yield signs;
(3) 
Missing stop ahead signs;
(4) 
Missing "T" intersection signs or intersectional signs;
(5) 
Missing advanced warning signs; and
(6) 
Any defect in the road that they feel might cause an accident.
b. 
Upon noting such a defect, the employee should promptly report such defect to the Road and Sign Inspector(s), foreman or office. If the employee has the material to make temporary repairs, they should be made after reporting to the proper authority.
c. 
All employees, in driving to and from various job sites in the course of the day, shall attempt, in their best judgment, to drive on the County roadway system looking for defects in the road or damaged or missing signs. Upon noting a defect or missing sign, they shall immediately report such problem. This shall be done unless it is not reasonable and practical under the circumstances.
d. 
All employees noticing signs or defects in roads under the jurisdiction other than the Cass County Road and Bridge Department shall report the same to the Road and Sign Inspector or office who shall call the appropriate jurisdiction and advise the location and the defect in question.
3. 
Publication for repairs.
a. 
The Cass County Road and Bridge Department will make arrangements to place an "ad" in the most prominent newspaper in the County requesting the public to call the Road and Bridge Department concerning downed or missing signs or defects in the roadways.
b. 
Such ad might read: Safe driving and roads depend on everyone. Please help us keep your County highways safe by reporting missing or damaged signs or other defects to the Cass County Road and Bridge Department at 816 380-8160. Working together to serve. With your help we can. Cass County Road and Bridge Department.
4. 
Calls from other agencies. The Road and Bridge Department will yearly write to local law enforcement agencies requesting their help in reporting missing signs and defects on Cass County roadway with the numbers to call for assistance.
