The Finance Department shall be supervised by the Mayor. The Finance Director/Treasurer shall account for all taxes, fees, accounts or charges due or owing to the City and perform such other duties as are required by state law or as directed by the Mayor and the Common Council. He/she shall prepare a monthly report to be filed with the Common Council, showing the condition of the treasury at the close of the preceding month.
The City may require the Finance Director/Treasurer to give a fidelity and surety bond which shall run to the City in an amount and upon such terms as shall be determined by the Common Council, but the City, if it shall demand such bond, shall pay the premium for such fidelity bond.
For all monies paid into the City treasury, except monies received in payment of taxes and on the water bills, the Finance Director/Treasurer shall execute duplicate receipts, one of which shall be retained in his office and one shall be given to the payer.
The Finance Director/Treasurer shall have an office in the Municipal Building, in which place are to be collected taxes, fees, accounts or charges due or owing to the City.
A. 
The Clerk shall serve as Clerk of the Common Council and be responsible for the publication, filing, indexing and safekeeping of all proceedings of the Common Council. The Clerk shall:
(1) 
Be responsible for all election duties as required by the laws of the State of Wisconsin and shall keep and maintain all election records and be responsible for all property used in connection with the holding of elections.
(2) 
Publish all legal notices unless otherwise provided and file and preserve all contracts, bonds, oaths of office and other documents not required to be filed elsewhere.
(3) 
Issue all licenses required by ordinance or state statute, except as otherwise provided, and keep a record of the same in a book provided for that purpose.
(4) 
Be the custodian of the City Seal.
(5) 
Notify the Mayor 30 days prior to the expiration of the term of office of any board or commission member.
(6) 
Serve as custodian of all records deposited in his/her office that are regularly kept at the Municipal Building.
B. 
The Finance Director/Treasurer duties include, but are not limited to:
(1) 
Prepare the tax roll and tax notices as required by the Wisconsin Statutes.
(2) 
Prepare monthly reports showing the condition of the treasury at the close of the preceding month, which contain a statement of all receipts and disbursements, and place the same before the Mayor and City Council for consideration at its next meeting. He/she shall preserve the same with vouchers referred to therein in his office.
(3) 
Maintain a set of books and accounts, keep an accurate account of all orders drawn upon the City treasury and all receipts reported by his/her office and charge or credit the same as the case may be to the proper accounts.
(4) 
At each Council meeting, submit a full and complete statement of accounts payable for the Common Council's approval.
(5) 
Before entering upon the duties of his office, take and subscribe to the oath required by statute.
