If any two (2) or more persons shall in any public place in
this City voluntarily or by agreement, engage in any fight or use
any blows or violence towards each other, in any angry or quarrelsome
manner or do each other any wilful mischief; or if any person shall
assault another and strike him/her in any public place to the terror
or disturbance of others, the person or persons so offending shall
be deemed guilty of an ordinance violation.
A person commits the offense of harassment if he/she, without
good cause, engages in any act with the purpose to cause emotional
distress to another person.
A person commits the offense of kidnapping if he or she knowingly
restrains another unlawfully and without consent so as to interfere
substantially with his or her liberty.

A. It
shall be unlawful for any person who has notice of an ex parte or
full order of protection to violate the terms or conditions of such
order entered by a court of the State of Missouri or by any other
State, tribe, territory or possession of the United States, the Commonwealth
of Puerto Rico, or the District of Columbia.
B. A certified
copy of an ex parte or full order of protection shall be prima facie
evidence of the existence and validity of order of protection.
C. Refusal
of the person for whose benefit the ex parte or full order of protection
was issued to sign a complaint or to testify shall not be a defense
to a violation of a full order of protection.
D. Any
person found guilty of any provisions of this Section shall be deemed
guilty of an ordinance violation.
