Upon complaint by any resident of the City with respect to the
keeping of bees by a person in the neighborhood in which such complainant
lives and following a public hearing on which notice shall have been
given to all abutters and abutting abutters, as shown on the records
in the Assessor's office, seven days in advance by publication in
a local newspaper and by notification by United States mail with postage
prepaid, at the complainant's expense, the Animal Inspector shall
be empowered to make an order regulating the number and location of
hives kept by the person about whom the complaint shall have been
made. Violation of such order shall be punishable by a fine of $25
and each day of a continuing violation to be considered a separate
offense.
