The following days are hereby declared and established public holidays: The first (1st) day of January (designated New Years Day), the third (3rd) Monday of January (designated Martin Luther King, Jr. Day), the third (3rd) Monday of February (designated Presidents' Day), the last Monday of May (designated Memorial Day), the nineteenth (19th) day of June (designated Juneteenth Day), the fourth (4th) day of July (designated Independence Day), the first (1st) Monday of September (designated Labor Day), the second (2nd) Monday in October (designated Columbus Day), the eleventh (11th) day of November (designated Veterans' Day), any Thanksgiving Day appointed by the President of the United States or by the Governor of this State (designated Thanksgiving Day), and the day following Thanksgiving Day, and the twenty-fifth (25th) day of December (designated Christmas Day).

A. 
Whenever possible, no employee of the City shall be required to work on a designated public holiday. Said day off shall be full compensation for said public holiday, except as hereinafter provided. Whenever any employee, other than a regular commissioned Police Officer or Police Dispatcher, shall be required to work on a public holiday, or any part thereof, said employee shall be given compensating time off.
B. 
All regular commissioned Police Officers not on an administrative schedule shall receive no additional monetary compensation for holidays. Officers not on an administrative schedule shall accrue forty-eight (48) hours annually in lieu of holiday pay. Twenty-four (24) hours shall accrue for use on January 1 annually, and the remaining twenty-four (24) hours shall accrue for use on July 1 annually. Holiday hours are to be scheduled and used at the discretion of the supervisor, provided adequate manpower allows and overtime is not used to supplement the schedule. Department needs, including training and the scheduling of vacations, shall take precedence over scheduling the use of holiday hours. If hours are scheduled for holiday use and manpower later becomes an issue, the officer may be subject to recall to duty with their holiday hours to be rescheduled. All hours earned during the calendar year must be taken by December 31 of each year or shall be forfeited.
