A.
Created — Composition — Director. There is hereby created the Department of Parks and Recreation for the purpose of establishing recreational programs and maintaining parks for the City. It shall consist of the Director of Parks and Recreation, who shall serve as head of the department, and all other officers and employees assigned thereto. All such officers and employees shall perform their duties subject to the supervision of the Director.
B.
Director's Duties. The Director of Parks and Recreation shall:
1.
Have charge of and supervision over the planning, direction and coordination of diversified year-round recreation programs for the residents of the City;
2.
Recommend parks and recreation policies and programming to the Parks and Recreation Commission for review;
3.
Train and supervise the parks and recreation staff;
4.
Plan and schedule adequate parks and recreation maintenance programs to ensure the upkeep of City parks and recreation facilities;
5.
Formulate park improvements for review by the Parks and Recreation Commission and supervise these improvements, including landscaping, structures and recreational facilities;
6.
Prepare and submit to the City Administrator and Parks and Recreation Commission a monthly activities report;
7.
Prepare and submit to the City Administrator an annual departmental budget after review and approval of such budget by the Parks and Recreation Commission;
8.
Assist the Zoning Enforcement Officer in reviewing all plans and applications for recreational special use permits, coordinating this review with the Parks and Recreation Commission.
C.
Appointment Of Director. The Director of Parks and Recreation shall be appointed by the City Administrator with the approval of the majority of all the members of the City Council for an indefinite term of office, and may be removed from office on the recommendation of the City Administrator with the consent of the majority of all the members of the City Council.
D.
Director's Responsibilities.
1.
The Director of Parks and Recreation shall be accountable to the City Administrator and at all times is subject to the supervision, direction and control of the City Administrator.
2.
The Director of Parks and Recreation shall, in addition to the duties outlined in this Section, meet regularly with the Parks and Recreation Commission and other special or standing boards and committees as may be required by the Mayor or the City Administrator.
