The Commissioner of Building Hearings shall be either an architect or professional engineer registered by the State of Missouri, or shall be a person who, by reason of business or occupational experience, demonstrated ability, and reputation, is deemed by the Mayor and the City Council to be skilled and knowledgeable in the construction of buildings.

The Commissioner of Building Hearings shall be appointed by the Mayor and approved by the City Council. The Commissioner of Building Hearings shall hold such office for a term of two (2) years from the first Tuesday in April of every even-numbered year and until his/her successor is appointed and qualified.

The office of Vice Commissioner of Building Hearings is hereby created. The Vice Commissioner of Building Hearings shall possess the same qualifications as the Commissioner of Building Hearings as described in Section 500.030 and may be appointed by the Mayor and approved by the City Council. The Vice Commissioner of Building Hearings shall hold such office for a term of two (2) years from the first Tuesday in April of every even-numbered year and until his/her successor is appointed and qualified.

The Commissioner of Building Hearings shall conduct hearings, hear testimony and make written findings of fact from the evidence offered at said hearing as to whether or not the building in question is a dangerous building within the terms of Section 510.020 of the Municipal Code of the City of Overland; and shall have and perform such other duties as may be prescribed by this Code or any ordinance. In the absence of the Commissioner of Building Hearings, the Vice Commissioner of Building Hearings shall assume all duties of the Commissioner of Building Hearings.
