A. 
The Board of Adjustment provided for in Section 400.910 of the zoning regulations is hereby established as the Board of Appeals under the Zoning Code and for such other duties as are assigned to the Board of Appeals under the Glendale Municipal Code. Appointment to the Board of Adjustment/Board of Appeals shall be in the manner set forth in Section 400.910 of this Code.
B. 
In addition, the Board of Appeals shall have the authority under the Building Code where there are practical difficulties or unnecessary hardships in the way of carrying out the strict letter of such ordinances or the rulings of the Building Commissioner to vary or modify the application of any of the regulations or provisions of the Building Code relating to the construction of or alterations of buildings or structures so that the spirit of the Code shall be observed, public welfare and safety secured and substantial justice done.
C. 
The Board of Appeals shall also hear appeals from the City Clerk in cases of denial of any application for or revocation of a permit for acting as a "peddler", "solicitor" or "canvasser" under Chapter 610 of the Glendale City Code and for such other appeals provided for in the Glendale Municipal Code except for matters providing for appeals to the Personnel Appeals Board.
