The Purchasing Agent shall, without prior authority, acquire in the open market all goods and services of less than five thousand dollars ($5,000.00); provided, that there is a sufficient unencumbered balance in the appropriation account of the appropriate department. Such acquisition shall be based upon sound procurement principles. Formal bids shall not be required, but whenever practicable, purchases of the valuer between one thousand dollars ($1,000.00) and five thousand dollars ($5,000.00) shall be based upon quotations from three (3) or more vendors.
