It shall be unlawful for any owner, tenant, occupant or other person to drain any cesspool, septic tank or other sewage into the streets and public places of the City and any such condition existing is hereby declared to be a nuisance and any person or owner, tenant, occupant or other person allowing such a condition to continue after written notice left with some person at such location shall be subject to punishment under this Chapter.
